A Study About Renewable Energy's Develop Utilize And Incentive Mechanism In Northeast China

Currently, contradictions between modern forms of energy production and the ecological environment are becoming acute. All the countries in the world are dedicating to developing renewable energy and new energy. So does China. The northeast 3-provinces have sufficient traditional energy reserves, and have done a tremendous contribution to the whole country. But with the continuing exploitation, the storage is declining step by step, and phenomenon of the resource depletion has occurred. By developing and utilizing renewable energy, traditional energy can be spared or replaced, enable waste can be reused and pollution can be reduce, so that the environment will be protected., Therefore, the research and development of renewable energy is of great necessity.By analyzing the developing and distributing situation of renewable energy in the northeast region, it is found that the technologies of renewable energy in some of the northeastern region has reached a certain size, such as the technologies of small hydropower and wind power. However, the market is limited, the production is small and the threshold investment is high. These reasons affect the industrialization process of the industry of renewable energy. The technology of other renewable energy is in the applied research phase, and needs much further promotion. Based on the above-mentioned situation, by combining the actual situation in the Northeast, this article proposes that incentive mechanism is a necessary means to achieve large-scale renewable energy development and use. Then from the perspective of government policy, it analyzes economic incentive and technological research and development and provides the detailed incentive measures. Next, under the above result, table a proposal several strategic recommendations important renewable energy developing and utilizing of the proposed on wind energy, solar energy, small hydropower and biomass energy.
