A Study On Farmland Grading And Its Application Of Helingeer County In Inner Mongolia

Land is the material foundation of economic development and people's livelihood. Nowadays, how to make a reasonable plan, make a better use of the land and make a long-term and more efficient management with reference to scientific evaluation has been an important issue in the practice of land management and social economic development in China. As the main part of land evaluation, farmland grading has been highlighted. Therefore, it is really necessary to do research on the current theories, methods and application of farmland grading with the purpose of making farmland grading more scientific and furthermore promoting the development of farmland management.The paper mainly studies on the farmland grading and its application of Helingeer County in Inner Mongolia Autonomous Region. First of all, it states the purpose and significance of this research, meantime it does a sound literature review on land evaluation and farmland grading and its dynamic development. Furthermore, it briefly introduces the background, theoretical principals, thoughts, techniques, and routs of farmland grading, with the emphasis on the exposition of the contents, features and application development of farmland grading, which lays a solid foundation for further development. The concrete applicative study includes the following aspects:The application of the farmland grading results takes the consideration of the use of the rating conversion grade coefficient D in requisition -compensation and the standard plot method. The standard plot method is the method of using the standard plot in farmland grading as reference, comparing the area of the requisition farmland and compensation farmland by way of calculating rating conversion grade coefficient D, aiming to evaluate effectively the farmland requisition-compensation balance.The application of farmland grading results in the basic farmland protection. The paper based on the reality of Helingeer County, taking 1996 as the basic year and 2010 as the target year, draws up the farmland protection program with consideration of the local features. In 2010 the area of farmland protection is 93948.07 hm2, accounting for 80.10% of the whole farmland area(1996), which meets the requirement. Moreover, the basic farmland of Helingeer Country mainly distributes in the northwest plain, the periphery areas and areas along the roads. Finally, the paper discusses the relationship between farmland grading and farmland protection, that is, it is not only feasible but also reasonable for the design and carry-out of the farmland protection based on the farmland grading.With regard to the promotion of socialist rural construction, together with the combination of the results of the classification of farmland based on the land features of Helingeer County, the author designed two models on the utilization of plane and terrain and meantime presented a proposal for their suitable biological development. The paper analyses the difficulties confronting the farmland protection due to its contrast with economic development. Meantime, it puts forward some feasible measures with consideration of both farmland protection and socialist rural construction. Then, it gets the conclusion: it is really challenging for farmland protection in the context of the process of promoting socialist rural construction, but if we can make reasonable plans, use the land resources effectively, avoid the illegal land use and land waste, guarantee the dynamic balance in the total amount of land, we can achieve our goals, that is to promote the socialist rural construction and protect the farmland.
