Investment is the action and course of funding and operating finance. The Investment Environment(IE)as an ex ante factor for gaining the good investment efficiency, becomes to be more and more important because the same amount of investment indifferent regions can achieve different profit. The research on the IE is increasingly paid attention to as well. The Investment Environment Evaluation (IEE) has been the core in the research of IE.As for, through IEE is the practical application of IE completed. Generally while the good or bad of IE in some region and how to better the IE are studied, the complicated industry is not unrelated. Although the theory, the principle, the pattern and the method of IEE in regions are similarly adaptable, the factor system of IEE in a industry and the choice of weight indexes will different and change, which need the industrial regulation and corresponding habit. So it is an important subject to develop the theory of the industrial IEE.From January to Feb of 2008, turnover of real estate has been decreased due to the theory of market-inflexion and the credit squeeze. But comparing to the corresponding period of 2007, the supply of the market has been increased greatly. Some experts say that the residential foam has generated. Meanwhile, all kinds of funds including overseas funds are pouring into residential industry at the same time, whether are there over investment in this industry? We can't treat different matters as the same, because residential investment has the character of location and its development is in imbalances. How to make proper investment decisions and avoid over competition? In my opinion, analysis of local residential investment environment and the talk about the difference and the cause of formation of investment environment between different districts are consult to make the companies choose the proper location for the residential investment and the government improve the environment of the estate and they can avoid the blindness of investment. The article analyses and evaluates the system of the residential from the viewpoint investors. At first, relative definitions about investment,investment environment,investment environment evaluation of residential are determined according to the research needs, and relative theories and systematic assessing methods are introduced at the same time. and then, analyses the importance of the IEE of the residential by introducing the character of residential and relation between real estate and IEE . Based on these, systematic evaluation to investment environment of residential is carried out. The first step is to analyze the factors affecting the residential environment. and the category pattern of the factors in IE of residential, This section is qualitative analysis; The second step is to and concluded with commonly systematic graphic of IE of residential. and this is the beginning of the quantitative analysis; The third step is to introduce the means of evaluation. it extends the two evaluation methods (the method of multi-factor and factor evaluation, the method congregating evaluation) and deduce two applicable IEE methods of residential. Finally the article gives a practical application of IEE to the real estate company so that makes great practical signification.
