Since a series of regulation on China’s real estate market in2010, real estateprice rising momentum has not been significantly inhibited. In2012, with real estatemacro-control policy tightening in the stability, both the central department and thelocal government gradually regulate the real estate market, and the real estate marketappear rational regression trend. The real estate business profit model is challenged,inventory pressures continue to increase, and the capital chain increasingly tenses, sothe real estate industry urgently needs be reformed, Therefore, the commercialhousing investment environment comprehensive evaluation has become the key to thesuccess of the investment decision. As the only municipality city directly under thecentral government in the western region, the growth rate of investment, constructionand sale indicators of the real estate market in Chongqing City showed differentdegrees of slowing trend. Characteristics of the real estate market in this periodmainly has many Performances, that is to say, the macroscopic policy goes towardautonomy and improving demand, and curb speculative investment demand; pilotproperty tax policy has spreaded,and low-income housing construction continued toincrease; Developers reduce the price for the amount to stimulate the rigid demand,and digest inventory for the return of funds Accelerately; the short-term positivefactors promote Chongqing property market rebound, and the long-term urbanizationpositive factors cause Chongqing property market strong. On this basis, analyzingsystematically the Chongqing commodity residential investment environment in2007-2012years. According to the urban North strategy, Selecting Yubei District innorthern as an example, and comparing it with other regions to establish evaluationmodel for the comprehensive evaluation.As the urban and rural development and reform pilot area, Chongqing houseprice income is reasonable relatively, and the market policies will be more favorablethan other cities. Based on the real estate market theory, this paper gives commercialhousing comprehensive evaluation of the real estate investment environment inChongqing city from the developers’ perspective. The datas mainly be acquisitionfrom “Chong Qing Statistical Yearbook “(2008-2012) and the questionnaire method. The commodity residential investment environment has been divided into macroeconomic environment, social environment, policy and law environment, publicenvironment, natural geographical environment and market competition environment,altogether6environmental standards, and this paper uses factor analysis method toconclude30factors, then selects20key indicators though two rounds of the Delphimethod, then builds the establishment of commodity residential investmentenvironment index system and the index weight distribution with the AHP method;AHP method and fuzzy comprehensive evaluation method are combined to constructthe residential fuzzy comprehensive evaluation model of the investment environment.20professionals are invitated in the field of construction management and real estateindustry as panel of experts to apply the evaluation model to give fuzzycomprehensive evaluation. Yubei District environmental characteristics can beidentified as: good level (II level), higher than the average level of the main urbanareas, is in the good interval stage of the transition from steady development to arelatively mature stage. This paper provides a comparative analysis of Chongqingcommodity residential investment environment quality level, and help developersrationally Acknowledge Yubei District commodity residential investment environmentand the future development direction.
