Research On The Evaluation Index System Of The Competitive Power Of The Industrial Park

Our country have begun to set up industrial parks since 1984. They have developed for more than 20 years. During the period, industrial parks play an important role in our country's economical development, but they have also met many problems. For example, the number of industrial parks is extremely large and malignant competition between industrial parks is increasingly fierce; industrial parks have consumed a great deal of land blindly. As well as, the planning level of industrial parks is quite low, industrial level is not high, the parks are lack of construction fund, environmental pollution is serious and service quality waits to be optimized and so on. These problems have already seriously affected competence and its sustainable development of industrial parks. The reason causing these problems is various, but one of important influencing factors is lack of truly understanding establishment condition of industrial park and competence cultivation.This article mainly devotes to research on evaluation index system of competence of industrial parks. Its goal is to construct a more reasonable weight standard for evaluating competence of industrial parks and to provide an important direction of construction and sustainable development of industrial parks for policy-makers and managers of industrial parks.Through researching theory on the industrial park and the competence and analyzing correlative factors about enterprise location, I believe that competence of industrial parks is made of competence of economical synthesis,competence of investment environment,competence of science and technology,competence of clustering,competence of intensive use of the land resource and competence of social ecological environment. Among them, competence of the investment environment is influenced by following nine factors including competence of infrastructure,competence of human resource,competence of commercial cost,competence of capital,competence of the location,competence of the government management,competence of the opening,competence of the culture and competence of the brand and image. Based on this, I have established evaluation index system of competence of industrial parks according to the principle and method of design of evaluating index and influencing factors about competence of industrial parks. After establishing evaluation index system, I select the method which combines the analytic hierarchy process with principal component regression in determining evaluation index weight method. Because both the analytic hierarchy process and principal component regression have its certain limitation in independent use, the method combined the analytic hierarchy process with principal component regression can make up respective insufficiency. Namely, it can realizes combination subjectivity with objectivity through altering the analytic hierarchy process with principal component regression, thus we can make a more objective comprehensive appraisal to competence of industrial parks.
