The Construction And Application Of Evaluation Index System For Ecological Civilization Development Level Of Industrial Parks

Promoting the construction of ecological civilization is a major strategic decision put forward from the eighteenth big report and is of great meaning for resolving constrains between resource and environment. As the main carrier of ecological civilization construction, industrial parks contribute great to the pollution of environment and consumption of resource and energy. In order to overcome the resource obstacles, transforming the economic development method and upgrading industrial has become the inevitable choice for industrial parks. But the study of how to transform and upgrade for industrials and master the development level accurately is still need to further research.This paper reviewed the study on the ecological civilization of industrial park. The content and feature and practice method of ecological civilization were defined form the angle of industrial park, and the evaluation index system was built using the analytic hierarchy process and distance model. The evaluation index system and method were applied to the Linyi economic and technological development zone(ETDZ) and Rizhao ETDZ and Weifang economic development zone(EDZ), analyzing the development status and trends, discussing the influence factors and obstacles for industrial park ecological civilization construct and identified the advantages and shortcomings, the research content and conclusion as followings:1) Based on the study of the content and feature of ecological civilization and industrial park, this paper defined the concept, identified the key feature, summarize the practice method of ecological civilization form industrial park. With the help of the above researches, the paper established the main system factors, ecological economy and ecological environment and ecological culture and industrial park characters.2) A combination of reference review and consultation with the experts is adopted to build the index optional libraries and select the appropriate index for the index system. Taking the concept and feature into consideration, the paper established the ecological civilization evaluation index system of industrial park. Through the establishment of weight and evaluation model and evaluation standards, the evaluation method was determined.3) The evaluation index system was applied to the Linyi ETDZ and Rizhao ETDZ and Weifang EDZ. The evaluation results were 0.2168、-0.0171、-0.2719. the situation of ecological civilization of industrial park was expressed further, the advantages and disadvantages of industrial parks were identified, some suggestions were provided.4) In order to master the influences and the obstacles in construction process and grasp the development trend of ecological civilization, the level of ecological civilization construction was evaluated in 2005-2013. The results shown that the level of ecological civilization will increase continuously, the ecological economic is the main contributor. The economic increasing speed and pollution and resource consumption and environmental pollution index and public sense and infrastructure sharing degree and so on were the major influence factors for the construction of ecological civilization. The difficulties were the resource consumption level and the industrial symbiosis degree.
