In recent years, economic growth in Shaanxi Province has made great achievements. Statistics report of Shaanxi Province Bureau points out that the GDP has achieved 9.7% growth in 2014. But like other province in china, it also pay a huge price. For a long time, uncontrolled resource consumption and a large number of pollution emissions, leading to the depletion of many natural resources and serious environmental pollution. Conflict between economic growth and environment is growing. The ecological construction of eco-industrial park as a starting point seeks common development of economy and the environment, which has become an inevitable choice for the new industrialization. Therefore, we urgently need to explore the index system and method for measurement of Shaanxi Province industrial park’s ecological level, so as to provide the basis for the subsequent ecological construction of industrial park.Based on the ecological theory of eco-industrial parks, this paper designs index system for the Shaanxi eco-industrial park. The index system include five aspects:overall development level, economic efficiency, knowledge innovation and technological progress, public services, safety production and sustainable development. Using Gray clustering as evaluation method, this study evaluated ecological level of 22 Shaanxi provincial industrial parks. Through analysis the results, we proposed eco-industrial park construction suggests.The main work is as follows:(1) By a large number of review and combing existing literature, we define the meaning and characteristics of the "ecological", the definition, meaning and core content of "ecological of eco-industrial park ". We also divided the ecological grade level of eco-industrial park based on the principles of industrial ecology.(2) To measure and evaluate ecological level of eco-industrial parks, we select overall development level, economic efficiency, knowledge innovation and technological progress, public services, safety production and sustainable development as five aspects. From top and bottom, we select 20 specific indicators to build a relatively complete evaluation index system of Shaanxi industrial park.(3) Comparing a variety of evaluation methods and analyzing their respective advantages and disadvantages, we finally select the gray whitening weight function clustering to construct the evaluation model. We use the model to 22 Shaanxi provincial industrial parks, and analysis the evaluation results from five aspects of index system.(4) According to the results, we finally discussed several countermeasures to accelerate the construction of eco-industrial parks, including public education, diversity management model, technological innovation strategy, personnel system, infrastructure construction, information sharing platforms.
