Relatively mature research results have been achieved on human resource development theory and regional economies theory during domestic and international theory field, and what's more, they have combined the human resource theory with practice during the research. However, there is little research on the relativity of human resource and regional economy, in addition, the existing theory is not mature. The research on Human resource of particular country and region is still in the elementary step, which needs to be put into practice.Due to the elementary stage of HR development and integration based on China regional economic operation, a lot of problem exists. Ever since the reform and opening, the gap among eastern, middle and western region for the regional economy is continuously increasing. The Matthew effect caused by gap between relatively developed region and the relatively backward region has given rise to extensive social concern. Many factors contribute to this situation, during which regional difference on HR is one important factor. This thesis aims to work out regional HR configuration, which is suitable for the marketing rules, solve the ever-increasing regional gap. The thesis is focused on the difference between northwestern region and Yangzi River delta and its reason.This thesis systematically presents the relationship between HR development and regional economy. Based on the theoretic system, integrate with the actual occurrence and characteristic on northeastern economic and HR development, compare with Yangzi River delta especially the difference on HR development between Shanghai Region and Northeastern Region, finally the sustainable developing HR development strategy is formulated suitable on former Industrial northeastern region.The innovative of this thesis are as followings:1. Establish quantitative model to analyze the relationship between HR development and regional economy of Jilin Province of Northeastern Region.2. Comparison the natural condition, economic development level, HR development between Northeastern region and Yangzi River delta, analyze the influence on regional economy of HR development of Jilin Province and Shanghai City.It is to propose on the HR development in Northeastern Region through this thesis(1) To establish and perfect regulation and laws, and accelerate the HR development.(2) To establish and perfect on-job training and adult further education system which is applicable to Northeastern Region.(3) To establish HR service system level by level;(4) To establish normative HR operation system, transfer the style of the city from natural resource to human resource.
