The core argument of the research is how to reasonably set up a series system of the remuneration incentive of operators' in Public Companies. This thesis asserts the Public Company is one of the great economic groups which propel Chinese rapid economic development, whose operators' performance is a certain degree of their own efforts as special heterogeneities of human capital and promotes the whole enterprise performance.Nowadays, the human capital of operators' in Public Companies has being put more and more concern in the research on rational project of salary of operators' in Public Companies. But there still exists some dislocated problems from the decision-making mechanism to implementation modalities of operators' remuneration in our Public Companies. Moreover, lots of operators show their dissatisfactory and a high career mobility.Based on the proposition, this dissertation considered there is a cyclic mutual impaction among the human capital of operators' in Public Companies, the whole enterprise performance and the remuneration incentive of operators. First, the dissertation compared the model of operators' salary system in the United States with that in Japan and pointed that we should carry forward their mature experience in a high incentive efficiency and Long-term Incentive. Then ,with the particularity and a series of main problems of Chinese Public Companies being analyzed, the dissertation gave a quantitative analysis about the operators' remuneration and the enterprise performance in Information Technology industry in 2003,which confirmed the conclusion that idea about cyclic mutual impaction to a certain extent. At last, the thesis gave some suggestion of the China's operator's incentive mechanism improvements in Public Companies, which made a number of recommendations to be realistic in our Public Companies' operator's incentive problem.
