Study Of Optimization Of The Basic Taxation Administration Based On The Interface Theory

The 17th National Congress report points out that the government should accelerate administrative management system reform and build the service-oriented government. The revenue department should study how to coordinate relationship, optimize the structure of department, improve efficiency under the situation of the transforming functions of government, this has become has become focus of many scholars to study. From the viewpoint of administration of tax organizations at the grass-roots level, there are many problems exist in the tax collection and management of tax organizations, whether from the aspect of government tax environment, or from the aspect of the actual work of tax system, it is difficult for tax department to solve the conspicuous contradiction it facing, solely by its own strength and the means to achieve its functions, the establishment of coordination mechanism between the tax department and other government organizations is an effective way. This article by use of the interface theory which is a new enterprise management perspective to divide the management of relations of the tax administration activities from macro-view, medium-view and micro-view, and focuses on the major macro-level Interface barriers and its causes in the administration of the grassroots of the tax department, the paper considers the two aspects of the environment of the management interface of tax administration and the management at the grass-roots level and optimizing of the management interface, analyzing the optimization of measures of the management interface of tax administration at the grass-roots level, aimed to explore highlights the specific issues in the management of public of Chinese tax administration, and to explore a workable solution.
