This paper introduces the latest public management theory and performance managementtheory as the psychological motivation innovation.We are about to reform the aspects ofmanagement style,incentives,service awareness and work system of the basic taxdepartment.By improving those all we attempt to be a law enforcement team ofpracticality,fairness,strict management and integration.By referring to the domestic andforeign advanced public management experience,analysising and solving the problems of ourown unit,we suppose we’ll improve the level of management and make a little contribution tothe national tax career development.Adopting the quantitative method with qualitative method,this article points out someproblems in management of the basic tax departement: lacking awareness of administrationand tax payment service,imperfection of working system and the unestablishment drivemechanism. Consequently finding out the problems and proposing relevantmeasures,optimizing the management level and renewing the idea, improving theperformance appraisal system combined with the psychological motivation means,we canafter all establish the coordination mechanism and system science to promote interdepartmental "seamless" collaborative optimization administrative management level andmanagement mode.Using information technology, it is not hard to transform the function andmanagement level by using reasonable incentive mechanism. People in the management ofthe core problem is to the person’s incentive problems, incentive mechanism is the corecontent of the management system. Therefore, the tax department managers, to "take" it isnecessary to establish and improve the effective talent incentive mechanism, maximum limitarouse the enthusiasm of tax officials and creativity, to build a high efficient, clean tax team,to adapt to the tax revenue work of all sorts of challenges in the new period.
