In order to avoid the unnecessary losses caused by the malignant competition, to develop the industry cooperatively is popular at present. The integration of the regional tourism development becomes a trend of tourism industry throughout the world, and it also becomes am important way of raising the tourism competitiveness, improving the image of regional tourism, realizing lasting, healthy and fast-developing tourism industry. The integration of the regional tourism development is paid great attention by the regional government, enterprises and scholars. And it becomes a hot focus subject.Based on the precursors' study, the paper using the system, economics, geography and other subjects' theory, makes up the theoretical foundation of the integration of regional tourism development. It probes into the basic principles, the influential factors, the content system, droving mechanism and guarantee measures of the regional tourism development, and it tries to build the theoretical and content system. Then taking the western part of Huber province as a case study, based on the further investigation of tourism development, the author finds out the existing major problems, and puts forward the concrete way of the integration of tourism resources, developing environment, tourism products, marketing and tourism manage system in the western part of Huber province which in order to offer exercisable countermeasures to tourism cooperation of the area.
