With the implement of national civil servant system and the gradual deepening reform of personnel system for cadre, the state has concern the civil servant management as an important content. County local taxation bureau is an important economic law enforcement agencies and the foundation of local taxation system which charged with gathering financial resources for the local fiscal responsibility, has huge tax civil servant to achieve scientifically, democratically and law powerful. With the constant deepening of tax reform, we need to propose new and higher demands for the work on the local taxation which also need to have a comprehensive quality tax civil servant in the great macroeconomic background which are rapid economic globalization and market-oriented socialism promoted, However, there are many places which cannot coordinate with these development changes simultaneously, such as, the thoughts and ideas of tax civil servants, management, law enforcement methods, work style, the overall quality, the thoughts are incompatible with the development of the situation , the overall quality of the civil servant cannot meet the requirements and unbalanced, floating style of leadership cadres, these problems are widespread, especially some of the civil servant world, life and values view distort with the negative social atmosphere, illegal behaviors occur. These problems affect directly in many aspects including the public image of taxation civil servant, the development and future of the local taxation, local revenue and economy. Therefore, the major strategic task to make sure local taxation healthy, stable and sustainable development is strengthening the local civil servant management, improve the manage level, change civil servant work style and service concept, enhance the overall capability of the civil servant.To strengthen the ground-level local taxation civil servant management is not only the requirement of adapt to new developments and meet the new challenges, but also the requirement of withstand the test of reality and achieve ambitious goals, the requirement of reflect taxation civil servant self development in new period. This article will focus on many problems in current county taxation civil servant management, mainly in education, training, enforcement, evaluation, motivation, supervision and other issues. There are five items to strength the county civil servant management, separately strengthening education management, improve the civil servant executive management, promote human management, democracy management and optimize the cadres'management, establish systems to protect tax management, imply scientific management. And these advices will combine with the characteristic of county local taxation work to explore new ways and new methods of civil servant management, promote the standardized and scientific of county civil servant management, provide a solid organizational guarantee for full complete the local taxation task and promote the rapid economic development.
