With China's sustained and rapid development , as well as the win-win co- operation between China and its neighboring countries constantly strengthening, especially the acceleration of the China-ASEAN Free Trade Region, the Pan-North Gulf develops rapidly,and becomes a new focus under the regional cooperation framework of China - ASEAN . Guangxi North Gulf region is rich in resources and locates in a unique place. In ancient times, it was"Marine Silk Road", which conducted the earliest foreign trade. It has not been fully developed for various historical reasons, but nowadays it is releasing unprecedented vigor and playing a tremendous role as a bridge between China and ASEAN.Guangxi North Gulf region has taken on a complexion of multi-layer cooperation. And Guangxi north Gulf Development Planning has been officially entered country strategy.This is of great significance to promote the coordinated development and economic security in China .On the one hand, it can reduce the economic gap between the eastern and western regions ,on the other hand it can hasten the regional economic cooperation in Northeastern Asia and Southeastern Asia. In the context of globalization,North Gulf region will be the fourth economic zone.Therefore, studying the history of economic cooperation in the North Gulf, which bases in internal and external layers,maybe supply theoretical guidance for economic co- operation in the North Gulf .From the research of the history of cooperation in the North Gulf,we can get the revelation as follows: Firstly, stabilization of the domestic and inter- national environment is the basic prerequisite. Secondly, complementary resources is the basis for regional cooperation. Thirdly, all countries should aim at long-term interests and strategic planning. Fourthly, developed infrastructure and transport network is the impetus to boost regional economic cooperation. Fifthly, strengthen the link between government and enterprises in multi-channel and multi-form can effectively speed economic cooperation.This papers based on theory of comparative history and regional economics etc. Through comparing the history of internal and external layers, we can draw conclusions of regional cooperation. Through dividing the history into phases, the changes in the course was revealed.And each stage of the development indicated the needs and the results of contacts.Breakthrough of this paper lies on the selection of the study aspects. The current academic research focus on development strategy and border trade history etc. But the sdudy of this paper includes commerce and trade, transportation, science and technology, culture ,tour etc, and the analysis was systematicly divided into internal and external layers.
