Research On The Open Development Of The Beibu Gulf Economic Zone

Located in the south of Guangxi,Beibu Gulf Economic Zone is bordered with Beibu Gulf to the south,southwestern China and Central-southern China to the north,Guangdong province to the east,Vietnam and Yunnan province to the west.Because of special geographical advantage,it can act as an important hub for cultural and economic exchanges among these areas.Since the opening development of the Beibu Gulf Economic Zone became national strategy in 2008,the Beibu Gulf Economic Zone has seized the rare opportunity to accelerate its development.Great improvement has been made in infrastructure,investment and industries,and the scale of the economy has been expanding year by year.In 2015,General Secretary Xi Jinping indicated Guangxi local government to speed up the development of the Beibu Gulf Economic Zone and the Zhujiang-Xijiang Economic Zone,to build an international communication channel for China and ASEAN,to efficiently support the development of China's Southwest and Central-south region,and also to support the construction of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road.All of these bring new development opportunities to Beibu Gulf Economic Zone,and also mean that much more important and difficult new missions need to be accomplished.On the whole,the economy scale of the Beibu Gulf Economic Zone is much smaller than those developed coastal areas in eastern China,and there are obvious deficiencies in regional competitiveness,industrial development,enterprise growth,advanced talents cultivation,technology innovation and so on.So it's far from achieving the "new coastal economic growth pole" goal assigned by central government and playing an important role in country's strategies.So far,the Beibu Gulf Economic Zone is still the most underdeveloped area in China's coastal economic zones.It's very necessary to speed up the development of Beibu Gulf Economic Zone,so as to change undeveloped situation,support the development of nearby regions in the southwest and central-south China,and promote opening cooperation between China and Southeast Asian Nations.Therefore,the opening and development of the Beibu Gulf Economic Zone is not only a typical problem about underdeveloped areas' development,but also a significant problem about national balanced development and opening strategy.Based on these considerations above,this paper carries out in-depth researches,taking into account the needs of actual development and theoretical innovation.After intensive research,the author gives advices and suggestions to further develop the Beibu Gulf Economic Zone,and also put forward his own understanding and perspectives about underdeveloped areas' development,to enrich the theory of economic development.The research of this paper is based on well-founded economic theory and economic development practice.Theories used to analyze the studied problems mainly include the theory of economic development,theory of regional development,theory of regional cooperation and so on;some deductive cognition based on economic theories is also put into use.These theories are the foundation of analyzing and solving the studied developing problems.As for development practice,this paper analyzes the development of typical coastal areas in American,Japanese,and Korean;domestic coastal regions in Guangdong,Jiangsu and Fujian province are studied as well.These studies focus on the role of government,development strategies and developing measurements,so that we can sum up useful experiences of regional development.What's more,the paper makes detailed comparison among the domestic and international coastal regions,and attempts to gain certain practice experiences and enlightenment.According to theory of economics and development practice of coastal areas,which was mentioned above,the author analyzes the general situation about the development of Beibu Gulf Economic Zone;points out the problems existed in such aspects as industrial development,regional cooperation and internal cooperation;and then illustrates main factors that restrain the development of Beibu Gulf Economic Zone.After that,the author studies the efficient way of fast development for Beibu Gulf Economic Zone open,and carries out further research on industrial development,regional cooperation,market construction.These are the core parts of this paper,which constitute a framework for research on open economy system.Firstly,study of development path of the Beibu Gulf Economic Zone within an open environment has been conducted in Chapter 5.Studying the development path and strategy of the Beibu Gulf Economic Zone is the most important issue in this paper,and this also has an obvious significance in research on the growth of post-development area.So the study has important theoretical significance and as well as practical significance.The analysis of opening and development in this chapter is based on the SWOT analysis method and the self-organization theory.First,the author briefly introduces the above analysis theory and methods.Then analyzes the current situation about the development of Beibu Gulf Economic Zone,lists main advantages,disadvantages,opportunities and challenges,and states main problems as well as relatively deep-seated reasons.Next,SWOT analysis and self-organization theory is applied to analyze each factor,find a viable development path,and obtain the main development measures.The author believes that there are three important issues need to be further discussed:industrial development,regional cooperation and market construction.They are not only the basic contents of the opening and development,but also specific measures to support the development.So,later chapters carry out further analysis of these related issues.Second,study of industrial development of the Beibu Gulf Economic Zone has been conducted in Chapter 6.Industrial development is the mainly support of economic development.Problems in industrial development,which are very important to economic development,include that:industrial amount is small,level of industry agglomeration is low,dominant industries are not strong,new industries develop slowly,industry cooperation with surrounding areas needs to be enhanced,foreign trade and investment is relatively small,and so on.Then the paper tries to find reasons accounting for industrial development problems,and analyze the existing and planning dominant industries.Next,according to the comparative advantage and the industrial cycle theory,the author deduces to the selection of the leading industry and new industries,and also provides suggestions about industry layout.Finally,the author analyzes the problems of regional industrial cooperation about Beibu Gulf Economic Zone,and puts forward their own countermeasures and suggestions after detailed analysis based on industrial gradient and difference among nearby areas.The third is to study the regional cooperation of the Beibu Gulf Economic Zone in Chapter 7.Geographical advantage is the greatest advantage of Beibu Gulf Economic Zone.It is an important driving force for promoting economic and social development,to deepen the opening to the outside world and realize the external supply of resources.In recent years,Beibu Gulf Economic Zone focuses on regional cooperation with neighboring regions including ASEAN,and has established or token part in various types of cooperation platform.However,the content of cooperation is limited,and the function of cooperation platforms need to be further improved.Based on the theory of regional cooperation,the author analyzes general situation about current regional cooperation and cooperation platforms related to Beibu Gulf Economic Zone,and then puts forward the countermeasures and suggestions for deepening regional cooperation and perfecting regional cooperation platforms,especially to meet the needs of playing an important role in the construction of"One Belt And One Road".At the same time,the author analyzes the problems of cross-border economic cooperation zone,which has much to do with Beibu Gulf Economic Zone,and puts forward the innovative views on the construction of the cooperation zone of Dongxing-Mangkou and Pingxiang-Tongdu cross-border economic zone,which is constructed by China and Vietnam.Fourth,study of market construction about Beibu Gulf Economic Zone has been carried out in Chapter 8.Market mechanism,and market environment is an important guarantee for the development of economy.Due to the limited economic scale,the Beibu Gulf Economic Zone has the problems of imperfect market system,small market size,insufficient market competition and excessive participation of government in economic construction.Market construction should keep pace with economic development.Well-functioned market system and good market environment can reduce the hidden costs of business operations and facilitate companies to organize production,so as to promote industrial development and economic development.Based on the theory of market economy and transaction cost,this paper firstly presents the relationship between market construction and economic development.Then the author summarizes the general process of market construction in China and Beibu Gulf Economic Zone as well.After that,on the basis of the theory of market economy and transaction cost,the author puts forward his own advice to improve the market system and optimize the market environment.this paper analyzes.Although this paper studies the opening and development of Beibu Gulf Economic Zone,the majority of the contents and conclusions of the paper can be applied to other post-development regions and underdeveloped areas.Development strategies and countermeasures present in this paper are also of great reference for them.Therefore,this article has done a fruitful research in but not limited to the following areas:As for development strategies,the study firstly proposes suggestion to speed up the development of the Beibu Gulf Economic Zone,and conclude a specific path for developing.Secondly,the study makes an suitable selection of leading industries and planning industries,and then gives some constructive advice;Thirdly,the study provides solutions to strengthen regional cooperation and improve cooperation platform;Fourthly,study of market system improvement and market environment optimization has been conducted to gain useful countermeasures and suggestions.What's more,research and suggestions also has been provided to strengthen the pole of Beibu Gulf Economic Zone in serving China's opening to ASEAN strategy and the "One Belt And One Road"construction.Suggestions to further cooperation with China southwest,central-south areas and Pearl River Delta region has been presented as well.As for theory innovation,firstly,this paper studies the development of underdeveloped areas and proposed unbalanced development strategies,from the view of self-organization and comprehensive competition.Secondly,the paper summarizes the methods of opening and development in typical coastal areas in China and abroad,and proposes practical strategies of development in the view of local government.Thirdly,the article analyzes the possible ways of cooperation among regions in different or similar level of industry development.Fourthly,the paper provides a new mode of cooperation in cross-border areas between three or more partners,on the base of comparative advantage and benefitting each other.
