World economy today has a tendency of globalization in its development and integration for regional economy. Countries and regions in the world are paying more and more attention to the public service cooperation on the basis of regional economy in order to promote their overall internationally competitive power and rapidly fit into the world economy. While China's reform and opening to the outside are quickening and deepening, the large-scale development of the costal areas in west China has entered a new historic era which saw an unending flow of patterns for regional cooperation on the basis of regional economy as well as an ongoing widening of regional cooperation fields. As an overland and sea passageway linking southeastern and southwestern China to the countries under the Association of Southwest Asian Nations (ASEAN), the Beibu Gulf with a long and narrow strait covers the coastal areas of both Leizhou Peninsula in Guangdong Province, western Hainan Province, southern Guangxi Province of China and northern Vietnam. Along with the quickening process of building China-ASEAN Free Trade Area (CAFTA), the Beibu Gulf Rim (BGR) is outstanding itself with its territorial advantages and those of natural resources. It boasts abundant labor force, a relatively complete sea, land and air transport system radiating in all directions, and a good ecological environment. It is certain that BGR will become a 21st century's economic growth point with development potentials of much importance in the Tonkin Gulf Economical Zone (TGEZ).The Chinese sector of BGR (CSBGR) is still less developed, with an economy in transition. For some historical and objective reasons, the economic development level varies from one region to another in CSBGR, where gradually emerging are a series of problems, including complex administrative relationships, industry convergence, less total economic output, terrible lack of manpower, etc.. These problems have attached serious negative constraints to the sustainable development of this sector. As a wok system, regional development begins with regional economic cooperation and development, and finally manifests itself in regional cooperation and development in public utilities. Thus, the public utility is defined in this paper as human service for the whole community, from the perspective of regional public management and a basis on a combination of the theories of modern public management, regional public management, regional economic integration, seagirt development, The public utility covers urban construction, port facility, supply of water, electricity and gas, wastewater treatment, environmental protection, transportation, telecommunication, banking, etc. And the regional public management is defined as optimization and integration of public utilities or human services by the use of political, economical and legal tools in a given area through local governments, economic organizations, industry associations or other institutions to promote the region's government performance, total economic benefits, overall national productivity and competitiveness. In this paper, the author uses some regional economic cooperation patterns for reference, deals with the advantages, difficulties, and chances for cooperation with CSBGR after a survey of its current situations of cooperation, and suggests a teamwork pattern for economic cooperation in CSBGR.The teamwork cooperation pattern is a strategic framework in which the cooperators work as independent, ordered and hierarchical cooperative units. Structurally, the pattern is of three types: tandem or series-connected, parallel, and compound. In the case of tandem type, the cooperative units are threaded or connected in a definite order to a main line, e.g. of economy, politics, interests, common technologies, etc. the parallel type represents a multi-teamwork mechanism or combined action mode the equal cooperative units in one region take to handle a certain motion. The multi-teamwork compound type stands for a mixture of the tandem type and the parallel type. Taking the particular circumstances of CSGBR into account, the author concludes that the compound type may be the optimal pattern for CSGBR economic cooperation. And some policy suggestions are offered to develop the compound pattern after an analysis of the progress in cooperation and relevant issues about CSGBR.
