Study On The Old Age Security System In China's Rural Areas

Our nation is a typical large agricultural nation. The majority of the population is in rural areas and the trend of ageing of the rural population has become increasingly obvious. The establishment of an old age security system which can cover all people from different fields in rural areas is not only a problem desprately needs to be solved, but also a difficult theorial and policy problem waits for innovation.Further study and research on the old age security system in rural areas and proposing a new one which conforms to the Chinese national condition can free us from the difficulties we are facing now, can consummate the theory system of rural old age security system and can provide theorial reference for the realization of the city and countryside integration.In this paper, after drawing experience from both domestic and foreign theories and practices and summarizing the beneficial experience from the old age security systems in different districts, it suggests that, under such an imbalanced circumstance, it is necessary and reasonable for us to adopt such a new scheme: a scheme focuses on laminated and classified implementation of the old age security system and auxiliary by family retirement, commercial old-age insurance. And in this scheme, the government will undertake a limited financial responsibility and will play a leading role in implementing it. This paper also provides a reasonable system frame, a string of operational policies and regulations and a pattern of rural pension fund raising and operation. This paper hopes to provide a mentality for the complement of the rural old age security system in our country.
