This thesis is composed of four chapters. Based on the explanation of the relationship between the business incubator and the development of small- and medium-size tech-based enterprises (SMEs), it focuses on the business incubators in China. It includes the author's suggestions in the end.The first chapter is an introduction to both the SMEs and the business incubator. Section I introduces the SMEs from three aspects, including the characteristics and functions of SMEs, the problems SMEs confront with and SMEs supporting system in foreign countries. It clarifies that SMEs are in bad demand of social support, which leads to the introduction of the business incubator. Section II tells the story of the business incubator, which comprises its concept and its development in developed and developing countries. In particular, the UK science park is studied in details covering investor, aim, service, tenant, and science park network. The study explains the success of the science parks in UK. UK experience is useful for China due to the similarities between its science parks and Chinese business incubators. The last section explains how the business incubator supports the SMEs.Chapter II includes the history and the present status of the business incubators in China. There is a summary of the unique aspects of Chinese business incubators. On the whole, China has made amazing achievements in developing business incubators.Chapter III and IV are the key parts of the thesis. In chapter III, Suzhou New & Hi-tech Innovation Service Center is introduced as a case, which focuses on its problems related with system and service. Following up are the common problems most Chinese incubators have. The problems cover the macro-environment, incubation service and system. The last part of this chapter analyzes the two basic reasons. One is that the government has not adjusted its role. And the other one is the lack of a complete management system.Based on the above analysis, the author puts forward her suggestions on solving the problems in Chapter IV. There are four pieces of advice for the business incubators. First is to change from being government-oriented to be market-oriented, which means the business incubator will have to be a business. Second is about service. The business incubator should stick to service, which is the value of its existence. A complete service system should be developed based on the study of the tenant demand. Third is to promote the venture capital system in China through support to SMEs so as to break down the bottleneck for SMEs. The last is to be more international, which will benefit the problem solution.Based on the above four chapters, the author clarifies her point of view on the business incubator development in China: a. Being market-oriented and more business-like is essential for the further development of the business incubator. b. Service is the value of the business incubator and is basic for its development.
