Since the 80s last century, the progress in technology and economy as well as the failure of traditional regulation lead the worldwide regulatory reform. China began to reform electronic industry after 1980s. The foundation of SERC(Sstate Electricity Rregulatory Ccommssion) and the edit for Electricity Law are the symbol that the regulatory reform in electronic industry is deepened.This dissertation analyses west countries'regulatory reform and impact to compare the situation of China electrical industry in recent years. The objective of reform is to portrait separation, competition and the progress of efficiency in electrical corporation. We uses incentive regulatory theory to analyse the pricing problem in electrical transmission and distribution. We also think China should inducts market competition to expand network.We build a dynamic model to analyse the promise of regulatory policy. The result shows that policy implement affects the electrical corporation's decision directly and restrains corporation's reform in a certain extent.
