Study On Government Regulation Of Power Industry In China

Since the 1980s, in order to adapt the tendency of economic globalization, countries like Japan, US, Europe implemented electric power marketability reform, taking relaxed regulation and competition as the characteristics. Although the mode of the adoptions in all countries has the dissimilarity, the purpose of reform is to break the monopoly, introduce competition to raise the efficiency, reduce the electricity price, and establish the opening, freedom electric power market. At present, this reform trend has become the current tendency of the international electric power industry reform. But what is not allow to neglect, the reform still exists many malpractices, and causes some new problems, deserving the people to reconsider.Similarly, the regulation reform of Chinese electric power industry also has begun. After China implemented the reform and open policy, as important foundation industry of national economy and social development, the electric power industry has achieved great achievements which attracted worldwide attention. Also it has made great contributions to the development of economic and the improvements of the living standard. While, the government still uses the traditional line, monopoly methods to manage the electricity generation, the electricity transmission, the electricity distribution and the electricity sells which conflicts with the policy of opening market. Therefore, the point of the government rules and regulations reform in Chinese electric power industry should place with emphasis on: break the government monopoly management, establish the new electric power market pattern.On the whole, study on the government rules and regulations stresses on the economic aspect, and few on the view of public administration. Therefore, this article, taking the theory of government function together with the theory of government & market relationship as the breakthrough points, introduces briefly the government rules and regulations theory, reviews the history and analyzes its present situation of government rules and regulations reform in Chinese electric power industry, then discovers some questions which exist in the electric power industry. That is: the serious government monopoly management, the imperfect electric power supervision, the unreasonable electricity price, the imbalanced electric power market mechanism, and so on. In view of these questions, the countermeasures are proposed as follows: the Chinese electric power industry can separate government administration from enterprise management and introduce competition in order to break the government long-term monopoly management; perfect electric power supervision system to raise efficiency of the electric power industry; establish the reasonable electricity price mechanism to satisfy the demands of city and countryside residents; and strengthen the electrical network construction in order to carry on the industrial reform smoothly. These implements of reform will promote economic development and society progresses comprehensively in this social transition period.
