Human resource is the first decisive resource in economic growth. With the development of knowledge-base economy and global economy integration, all the countries have all increased the development of human resources. China is an big agriculture country, and agriculture is the foundation of the national economy. The peasants account for the most of the whole population and rural area takes up the bigger proportion in social structure. From this point, the agriculture, rural area and peasants'problems are the Chinese issues. The key factor among them is "person". Qahar Youyi Houqi has plenty of human resources, but the quality is low. So the main task is to enhance the quality of human resources in order to accelerate the healthy, stable and proportionate development of the county.
