The basic conditions of China,900 million farmers in 1.3 billion state population,told us that the key point of our national economy is in the rural areas. Developing Human resource development in rural areas is the only way to achieve leap-forward development in rural China. Only through the investigation towards the rural and pastoral human recourses, and solution of the existing problems, huge number of rural human resources can be changed into the quality of human resources advantages; we can achieve the promotion of rural economic and social modernization. The number of rural human resources is too large, so it cannot fit the new situation, new changes, and there is the new situation, new changes, and new requirements. The low quality is the most significant problem of the rural human recourses. In modern china, relying solely on development of land and other material resources to expand the scope of agricultural development has been extremely limited. To promote rural economic and social development by development of human resources is the only way to solve rural problems. Agricultural modernization, rapid economic development and various social undertakings mainly depend on agricultural technology development and high-quality labor force, and then all this depends on solving the problems of rural human resources, depending on the quality of agricultural education and improvement of the quality of rural people.This article pointed out the existing problems in rural areas, to study the problems, and is targeted to develop workable rural human resources management development strategy, and actually solve existing problems and shortcomings of China's economic and social development, and the uprising of the quality of rural people.According to the investigation and analysis, The followings are the main existing problems of human resources in rural areas of tong Liao:the overall low quality of labor force in rural pastoral areas; the phenomenon of serious waste of human resources in rural and pastoral areas; the fact of, education and training of human resources development for rural and pastoral areas of can not meet the real needs of farmers and herdsmen; the unsound social security systems Of the rural and pastoral areas of human resources.Basic measures of Human resources development in rural pastoral areas include:strengthening the basic education to improve the quality of rural human resources; accomplishment of the flow mechanism of rural human resources, expansion of rural human resources development space; establishment and improvement of the all kinds of rules and regulations, improving the human resources development system;establishment and improvement of the rural human resources management and service system; establishment of a sound security system in rural areas.This thesis mainly consists of five parts; The first part describes the background and significance of the main topics of this article,newly statement of foreign and domestic research program,and the writing thoughts and methods of this article; second part is an analysis of the status quo in Tong Liao, including basic situation, economic development, social and career development, population and human resources; The third part is of the investigation of rural and pastoral areas of human resources in Tong Liao;Fourth part is about detailed analysis of main existing problems of rural and pastoral areas in Tong Liao's human resources;.The fifth part comes out some strategies and measures of the main issue in tong Liao's human recourses development.
