Over the30years after the reform and opening-up in China,economy in Inner Mongolia has seen great development, with thecomprehensive economic strength enhanced fastly,the economic andsocial structure optimized,the social development condition improvedand the livelihood issues perfected. However,during the process of InnerMongolia development,the rural pastoral area is always a weak link withmany problems exists such as the slow speed of development, thewidening gap between rural and urban area,the decrease of husbandrygains,the low income of the farmers and herdsmen and the prominenteconomic issue. All these problems have restricted the overalldevelopment in Inner Mongolia.Human resource is the first resource,which plays a vital importancein economic and social development. To built new farming andstockbreeding areas with Chinese characteristics,the government shouldfoster the new-kind farmers and herdsmen that are equipped with vastknowledge,strong technique skill and great operation level. Because theyare the main part of building the rural area. For a long time, unreasonable human resource distribution has been existed in this area,as well as the brain waste and under-development of human resources.Hence,the farmers and the herdsmen could not give paly to their leadingposition in this process. The low and late starting point of human resourcedevelopment in rural pastoral area in Inner Mongolia, together with theweak foundation of economy,the unbalanced local financial revenue andexpenditure, all lead to the deficiency of the funds for educationaltraining and medical care,thus exerting a strong impact on effectivedevelopment of human resource in the area and making it unable to adjustto the economic integration and the global integration at large. Whilemany Chinese scholars conducted various researches in human resourcedevelopment in pastoral areas,research on human resource developmentin Inner Mongolia is quite not enough. Therefore,to study the humanresource development in rural pastoral area in Inner Mongolia is not onlyfavorable to the government policy, but also benefits the resourcestructure adjustment,promotes the effective transfer of the surplus labor,facilitates the harmonious development between the rural and the urbanarea,and accelerates the establishment of new socialist countryside.Guided by relative theory of human resources,this paper adopts theliterature research method and the method combining both quantitativeand qualitative analysis. It analyzes the status quo of the human resourcedevelopment in the rural pastoral area, and based on the existing problems as well as the corresponding reasons during the developingprocess, it puts forward the countermeasures.This paper is composed of the following three parts.In the first part,the author describes the current situation of thehuman resource development in Inner Mongolia and the existingproblems during developing the human resources such as large quantity,low quality and imbalanced structure.In the second part, the author analyzes the reasons of the slowdevelopment in the rural pastoral area. For example,the under-investmentof the government funds, the unreasonable training system and theimperfect corresponding social security system.In the third part,the author offers some suggestions on educationaltraining,health care,and the labor migration,based on the physical truthin this area.The author regards that the human resource development in ruralpastoral area is a systematic project,which cannot be complished withoutthe cooperation of the government, the corporation and the farmersthemselves. Only by establishing the multiple funding system guided bythe government,with corporations and farmers participated in,to striveto develop the basic education in pastoral area,build the reasonabletraining system, improve the social security system as well as thewell-organized labor migration system,can the effective development of the human resource be realized steadily.
