Utility product price reform is to build a conservation-oriented society, the realization of China's sustainable economic and social development of the urgent needs. Utilities provided by the products, most of them are human life necessities, such as water, electricity and gas, and closely related to people's lives. The quality of utility products and service have a direct impact on the quality of life of urban residents and day-to-day expenditure level. For a long time, China's public utilities monopolized by the state, basically as a symbol of social welfare in order to provide low-cost to the urban residents, resulting in increasing financial burden. With rapid economic development and social progress, China from the late 1980s started a reform of the price of public utilities, decided to increase the prices of public utilities to reduce financial burden. Over the last 10 years in our utility product prices after several adjustments, the price has been greatly improved. With the gradual deepening of the reform prices, utility prices moderate increase is necessary. However, in recent years public utilities prices rose faster, but few measures introduced. To the broad masses of the people, especially low-income families has brought a heavier financial burden. Low-income groups in the reform of public utilities bear price ability obviously inadequate. Correctly understand and properly handle the price increase on the effect of lives of the difficult people, not only can smoothly push forward price reform, but also for social stability is of vital significance.In this paper as an example of low-income groups in Liuzhou, in-depth analysis of low-income groups in the level of consumption, the consumption structure, as well as the reform of public utilities prices on the extent to which low-income groups, from promoting social stability building a harmonious society, put forward of the countermeasures of protecting the low-income groups benefit.
