Nowadays, the scale of the corporation's information systems is more and more big, has much more functions. The software, the hardware, the network and the application system are more and more complex too. All these IT system's maintenance work was already not only one or two network management person can be competent, and all the corporations are seeking for the benefit of the IT investment, therefore IT outsourcing service was born.IT outsourcing service is a service pattern, that the corporation gives completely or a part of the IT work to the specialized company. This is also a kind of management pattern, so the corporation can use the external IT specialized resources which is the excellent. And achieved reduces the cost, enhances the efficiency, displays the core competitive power and the enhances the corporation's ability of dealing with emergency when exterior environment changes. IT outsourcing service is already became an industry and developed very fast after the year 2000.At present, already 60% of the American corporations rapidly expanded their own operation with the specialized IT outsourcing service. In recent years, the market of the IT outsourcing service opens gradually, lots of domestic and foreign well-known IT corporation has all joined the ranks which the IT service provides.The market competition aggravating, concentrates on own core business is one of the most important survival principles for a corporation. Therefore, IT outsourcing service may effectively decrease the cost, enhance the corporation's core competitive power, and it becomes an important commercial measure which more and more many corporations adopted.The service quality is the customer's expectation and actual sensation's contrast. When the sensation overstep the expectation, service was considered has the special quality, otherwise service would be considered does not conform to the customer quality requirement.In order to provide the high quality service for the customer, the foreign scholars do many researches about quality control, and has formed ITIL (experience storehouse), ISO20000 (authentication system), BS7799 (attention to security), COBIT (aim at audit) and so on. In all of them ITIL is the summary of the best practice, and it has been widely applied to the IT outsourcing project.At present, IT outsourcing service in our country was still at the initial stage, the majority of service provider lacked IT service management system, it let the service provider and the customer all is facing the very big challenge: The customer do not satisfy the service quality, and the service provider can not obtain the reasonable service expense. In brief, these two aspect question all varying degree is restricting the further development of IT outsourcing service.Domestic researching about the service quality control is not very many, also not mature. In order to improve the service quality, the service provider could introduce ITIL in the IT outsourcing service project according to the actual situation. And ITIL can become the foundation of the quality control, provide the most reliable theory support for service provider. This paper's focus is discus how to application ITIL.
