KPI Performance Evaluation System For Postal Delivery Organization

The aim of building KPI performance evaluation system for postal delivery organization is to introduce the concept of Key Performance Indicatiors into postal delivery organizations.With the tool of KPI,we could use the objectives of postal enterprises to clarify the key working area of delivery organizations, then design and delivery key performance indicators for postman and grass-roots delivery organizations.Meanwhile,the integration of The Balanced Scorecard with KPI is an innovation for this paper. First of all,we investigated current status of delivery organizational performance management with empirical research methods,we also made working conditions and job satisfaction survey for postman; Secondly, we analyzed four latitude of the Balanced Scorecard with the empirical research literature and survey data.They are the postal delivery organization existing internal control processes (delivery organization and processes), customer service satisfaction(delivery effect management),innovation capacity (organizational core competitiveness of delivery) and financial efficiency assessment (delivery efficiency assessment). Four latitude would support the establisment and implemention of KPI system successfully. It also would ensure that new KPI system is not simply rely on theoretical construct of the abstract structure, but on the current delivery organizational structure,post duties and working process.Finally the new KPI performance evaluation system would adapt to the need of new era delivery organization.The author sincerely hopes that this paper can contribute a lot to the development of performance management of human resource for labor-intensive enterprise, especially for the postal delivery organization.
