Since the twenty-first Century, following the sustainable development of internationaltrade and the rapid popularization of E-commerce, the industry of express delivery servicehas developed rapidly, which has also been undergoing intense competition at the same time.Especially for the private express enterprises with a medium-scale, it is difficult to win in thecompetition, they have been can’t attract more consumers relying on the low price only. Howto change this current situation, how to improve the core competitiveness of the enterprise,has become a strategic issue for the managers. The balanced scorecard (BSC) is put forwardby Professor Kaplan and Norton in the90s developed gradually, till now, it is not a simpleperformance management tool, but as a strong strategic management and enforcement tool, itis applied and focused by more enterprises.In this paper, based on the relevant theoretical research, we expounded the basicelements of the balanced scorecard, and then introduced the background of TE expresscompany for implementing the balanced scorecard, combined with the situation of theenterprise, put forward the principles and steps which we should followed during thebalanced scorecard implementation. The we discuss the enterprise strategy, on the basis ofthe SWOT analysis, developed the strategic map and the key strategic factors of the fourperspectives, established the BSC index system for the enterprise. Finally, put forward thesupporting measures for the smooth implementation and further application of balancedscorecard in the TE company.This article starts from the perspective of the implementation and practice of thedomestic express enterprise, using the methods of theoretical research and empirical research,based on the theory and designing principles of balanced scorecard, explored the effectivesolutions for application of the balanced scorecard in domestic express enterprise, so as toimprove the overall performance level of enterprise constantly, and for ensuring strategiesexecuted effectively, and improve the economic efficiency and competitiveness of theenterprise, and it also can provide some references for Chinese express industry.
