With the development of the telecommunications industry, the pressure on the traditional fixed-line operators might become so tremendous due to the double impacts of market and technology. The continuous losing of voices, and the weak growth of subscribers, all becomes the grim challenge to the traditional development mode. Under such circumstances, the traditional fixed-line operators propose a strategic transformation goal aiming to achieve the transformation from a traditional telecom operator to an integrated information service provider. A local network in the central region is representative in local economic development and informatization extent, etc. Therefore, how to, considering the local situations, analyze the factors like external competitive environment, internal organizational structure and changes in users' needs, etc. with the tools described in MBA courses, such as the strategic management, competitive management, management economics and marketing theories, and further discuss the strategies that the middle- and small- sized local network telecommunications enterprises shall use to adapt to the external environments (e.g. the market competition and Union cooperation) and internal ones (e.g. organizational structure, institutional mechanisms, business models, marketing, and network support), so as to meet the requirements caused by the development of the whole market and cooperation transformation). The writer hopes this thesis would shed some light on the implementation of strategic transformation in middle- and small- sized local networks for fixed-line operators in the future.This thesis consists of five chapters. Chapter One introduces the current challenges and opportunities that fixed-line operators are facing in the market, and the orientations and prospects of enterprises' strategic transformation. Chapter Two is a brief introduction of theories related to strategic management. In Chapter Three, the competitive environments and current situations faced by China Telecom are analyzed through theoretic tools, and Chapter Four discusses how to conduct the strategic transformation in middle- and small- sized local networks in line with concrete conditions. Chapter Five then prospects the future of SMEs strategic transformation.
