Moving toward the low value and the little profit along with the voice service, the fixed net and the mobile network operators simultaneously enter the circumstance that the traffic increases but the revenue not increases. At the same time, the vigorous development of the Internet also subverted the traditional telecommunication business model, Entire voice service by network telephone, E-mail, immediate correspondence and other communication method impacts. Facing the crisis which the traditional service withers, The Chinese telecommunication will face one to relate the future to survive and the development strategic choice—strategic transformation.This thesis mainly analyzes, at the time of Chinese Telecommunication Enterprises transformation, a medium and small local network telecommunication company (take the SR telecommunication company as the example), how to transform and develop in the transformation, according to the group enterprise strategy's transformation deployment. Through has studied using the MBA curriculum theoretical knowledge and so on strategic management, competition management, managerial economics and market marketing, To company's exterior environment of competition, factors and so on Underlying tissues structure, user's needs change carry on the analysis, Discusses how the medium, small local network telecommunication company to adjust the strategy of the external environment (deals with market competition, alliance cooperation) and the internal environment (organization construction, machine-made system, business model, market marketing, network support) , Adapts the entire correspondence market trend of development and the group reforming need.In the thesis, the medium and small local network telecommunication company's transformation development strategy has been analyzed from three aspects: 1) service and service transformation and development strategy; 2) network transformation and development strategy; 3) organization and human resources transformation and development strategy. Through the above analysis, the thesis suggests the strategic reforming concrete strategy and measures to be implemented by the local network telecommunication company.Along with the external economy environment's change and the correspondence industry development, the telecommunication enterprise will face more and more complex environment of competition and more and more intrepid competitors, strategic reforming will be the key which the telecommunication enterprise to be survival. The thesis puts forward the suggestions on implementation strategy regarding the local network telecommunication enterprises' transformation, and hopes to play the role to realize the sustainable development of Local Network Companies.
