With the high-speed development of information and communication technology, Mobile Internet will become the future trend of development of communication. The main business of communication industry will be developed from the era of voice to mobile data,multimedia communications. In the mobile data business,enterprise information business promotes the development of Mobile operators increment business, it is the new increase point, but in the same time ,it also bring some difficult problems to Mobile operators.First, the biggest changes are the fission and subsection of the chain of the Telecom operators industry, for so many operation applications in enterprise information business, it makes industries so miscellaneous which are deal with the mobile communication business ,in the other side, the construct of the industry chain must be more difficult as following. At that time, the Ability to integrate in industry chain will affect the result of the business directly. So the competitions which are in the single operator before will change to be synergetic and complex. Second, with coming of the 3G times, the industry will attract new competitors. Now there are only two Operators operating the mobile business in China, one is China Mobile Company, the other is China Union company. This situation will be broke When the 3G times come. At that time, the businesses and the products will be nearly the same, the competition will be more fierce. So how to make your products be the most original and get the authorization from customers is the most important problem that the Mobile operators are facing. Finally, now the fixed-line data service penetration rate is not high, how to actuate the customers'demands in the mobile data business and make more increase in enterprise information business is another important problem to the mobile operators.So, what kind of stratagem for developing should be taken to get more customers in the competition, and how to create their own advantages to win in the last. For these questions, every mobile communication enterprise needs to think about deeply.The author analyzes the external environment of mobile communication operators,Found a breakthrough in information technology for business operators to service the form of industrial clusters of middle and small enterprises. So,Since reform and opening up,in a market economy under the gestation,the economic of the industrial clusters has developed very fast, in the "Yangtze River Delta" and "Pearl River Delta" areas, it has developed a number of relatively highly concentrated industry, with a certain scale, one-stop production, supply and marketing, technology, industry and trade integration of economic entities.As the special nature of industrial clusters,it is important for enterprise to keep communication with external suppliers,wholesalers and retailers in every operation. and most of these enterprises are in the primary step, they have strong demand in the building of informationization。1. Because the embracers are centralized, the cluster enterprises have strong demand in information communication and trade communication.For the middle and small enterprises, they have the whole chain of the industry, and the location is more centralized. so it is quite important for them to keep communication with external suppliers,Wholesalers and retailers in every operation. At he same time, the commutation make informationization of the professional town viable.2. The informationization of industry is professional, so the middle and small needs to build a system to react the information quickly.In everyday'operations, the middle and small enterprises need to keep communications with the supply and demand enterprises. For example, information communication, technology communication, and broadcast their information in time. The information is professional, so it isn't enough for the demand in industry information from the normal way. One system must be built to react the demand in industrial informationization,it will collect abundance information of the industry and offer it to enterprise and individual.3. They have service support organization, this can offer abundance information.The middle and small enterprises have guild and professional media(industry website and professional publication, so on),they can supply information and attach themselves to the edit of information as basic information suppler in the building of informationization。Therefore, mobile operators should change the tradition stratagem mind which is just for the demands of the given enterprise to do the business. they must widen their minds ,they can do the business for one industry in the industrial cluster environment。The cluster enterprises have strong demand in the building of informationization. Mobile operators can hold the characteristic to make the developmental stratagem to improve the informationization of the middle and small enterprise. Then mobile operators can reorganize the equipment provider,terminal provider and increment provider, make a resilient of the informationization for all enterprises in the same industry. Finally, they can enlarge the market of the enterprise to increase their profit. The thesis discusses the developmental stratagem of the mobile operators in the industrial cluster environment in analyzing the demonstration. It has six chapters.Chapter 1 is introduction. It introduces the background of the thesis and the necessity of improving the informationization for the middle and small enterprises. and it analyses the situation that both domestic operators and foreign operators improve the informationization for those enterprises. Then it sums up the experience and lecture in developing the informationization. Another side, it tells us the research method,content,configuration and main innovative points. Chapter 2 is about the situation of the research in the informationization for the middle and small enterprises. Through the large number of literature, from both internal and external point of view, the analysis of the current academic enterprise information on the research results to identify which areas to be learned from the current and outstanding issues, further defined the direction of this article.Chapter 3 is about the construction of the chain of enterprise Information. The main content of the chapter is theoretical synthesis and modeling, it is the focus of this paper. Specific information on enterprises, industrial clusters, the value chain and information links and other related concepts. And they constructed the company's internal information and external information linked chain with the internal value chain and supply-chain. In addition, it discusses the chain enterprise information dissemination of information types, transmission path and the relationship between the internal information chain and external information chain.Chapter 4 analyzed the needs of informationization from the middle and small enterprises. The chapter is on the basis of the status quo of the middle and small enterprises'informationization with using the idea of constructing the internal and external information chains in the enterprises. For the dissemination of information on the path to the middle and small enterprises and it taps the information needs of internal and external situation, at last, it provides the basis and foundation for promoting the information-based development strategy of the middle and small enterprises.Chapter 5 is about the development strategy that the mobile operators promote the informationization of the middle and small enterprises. The chapter is divided into two sections. Section 1 about the value chain strategies that the mobile operators promote the informaionization of the middle and small enterprises. In this section, it analyses the trend of changes in the value chain, and concluded. In the process of promoting informatiation for middle and small enterprises, the mobile operators should change the traditional mode of cooperation in the value chain and build a new industrial chain. And on this basis, they can develop a development strategy about the mobile operator industry chain.Section 2 is about the mobile operators promote operating strategy of the informationization for the middle and small enterprises. The section is discussing the operating strategy of the mobile operators in promoting the informationization for the middle and small enterprises from the five ways: products,prices,channels,brands and services, and then form a complete operating system strategy.Chapter 6 is about the empirical study in promoting the informationization of the middle and small enterprises. The first five chapters form a complete theoretical system about the development strategy of mobile operators in promoting the information for the middle and small enterprises. In Chapter 6, the paper introduced a branch in Foshan, Guangdong Mobile ceramic industry examples of information technology, and in accordance with this paper, a theoretical system to analyze this case, which proved the correctness of the theory and practical value.
