In the recent years, for the mobile operators, the profit growth of voice service is becoming more and more limited. To satisfy the various requirements of the users, they need to put more effort on value-added services. The unique characteristic of Chinese telecom market makes it hard to define the position and relationship of members in value-added service supply chain. With the existence of asymmetric information between mobile operators and service providers, there are many problems on the collaboration, and the most essential one is the incentive mechanism and regulation of service providers.This article imported the supply chain management (SCM) theory into telecom value-added service supply chain, using the principle-agent theory as the theoretical basic. By analyzing the present status of the value-added services market and supply chain, this article set up principle-agent models both in single-task and multi-task circumstances in order to give some advice on the incentive mechanism between mobile operators and service providers.The main innovative points in this article include the following:i. Established an extended single-task principle-agent model, with the income of mobile operators as target function, categorized the income of mobile operators into two parts: communication fee and information fee, and brought forward two observation variables.ii. On the basis of single-task model, established a multi-task principle-agent model, chose two endeavor variables of service provider, one is the endeavor on quantity and the other is on quality.iii. Based on the conclusion of the models, brought forward several suggestions for mobile operators on how to inspire and regulate the behavior.
