According to the competition environment for Henan Netcom, this paper analyzed challenge brought by the traditional tone and access business's income decline and the technology improvement, and stated the necessities of developing E-commerce for Henan Netcom. At the same time, this paper elaborated telecommunication operator's understanding for Internet, pointed out the thinking limitation of business which based on traditional resources, and analyzed the current profit and position of 'Shandu Website' which is the best platform for Henan Netcom to develop E-commerce business. In the end, this paper summarized the superiorities and necessities of Henan Netcom's engagement of E-commerce business.In the mean time, this paper enumerated series of attempts which Shangdu Website has taken, focusing on the analysis business pattern and profit level, describing the 'Golden Shopping Mall', 'Golden Trade Circle' and 'Golden Business', which are the three E-commerce strategy for Henan Netcom. In this paper, we used several ways to analyze the Shangdu Image Printing Service, Web Flower Shop Service and Broadband Home, which are all ShangDu Network's products or services. And we give a detail describe of control method and profit pattern for 'Unified Authentication', 'ShangDu One Card Express' and '2+X+A' services. After summarizing the problem encountered in the progress of attempt, we predict and analyzed other issues that could bring us risk from inside and outside, at the same time, we take the Web Flower Shop as an example to undertake risk recognization and evaluation with COSO analysis framework.From view of enterprises management, this paper also analyzed the meaning of COSO framework and how it was used in Henan Netcom, and it explained how to apply China Netcom's risk avoidance standards and workflows to the real E-commerce business environment, in the mean time, this article also emphasized the key control points and its effects of Henan Netcom's E-commerce flow. In the end, this paper gives out the approach and pattern that how Netcom engage in E-commerce in a quick and steady way.
