Over the past 20 years of reform and opening up in our party and government attach great importance to China's agriculture, rural areas and farmers has been made noteworthy achievements. However, with the continuous deepening of economic reform, access to the late 1990s, agriculture, rural areas, there have also been some new situations and new problems . Among these problems, the most prominent is that the net income rate of increase of the farmers decline and there has stagnated. Especially since 1997, the net peasant's income has stagnated growth, slow growth, sustained weak growth. Although in recent years, the CPC Central Committee and the State Council have clearly increased the "Three agriculture" work, and the formulation and implementation of a series aimed at promoting the benefits farmers though increasing agricultural policies and measures on the improvement of the income of the farmers . But for various reasons, the net peasant's income has slowed for several years and this is becoming to be a trend. In such circumstances, (the overall low- Level peasant's income) the situation of increasing peasant's income remains grim. increasing peasant's income once again become a complexity , importance and urgency issue , one of the Chinanese "Three agriculture" problems. On the new era background, low- Level peasant's net income rate will not only directly affect the improvement of the living standards of farmers, but is also related to rural economic development, social stability and the building of a well-off society .And these constraints have been gradually become a bottleneck ,which impedes China's economic to develop and build a socialist harmonious society. Increasing the net income of peasants has become a problem now and for a period of the work of a rural The nucleus . However, judging from the current situation, due to various reasons, many of our measures to increase the net income of farmers, with the limitations of nature of these short-term measures, do not really solve the fundamental problem of peasant's net income .And the long-term mechanism for guiding framework to increase peasant's net income has not formed yet. This article seeks to increase peasant's net income on how to set up a long-term mechanism for this subject, with deeply investigating, studying, exploring the meaning of this long-term mechanism and means. This article though recalling the history of China peasant's income since reform and opening up analyses constrainting facts that impact the increase in peasant's net income, including: agriculture weak points, irrational industrial structure of agriculture, farmers and cultural quality of the technology, the Immature circulation of agricultural products market , imperfect land system , binary segmentation system deficiencies, excessive burden on peasants. On this basis, The article establishes peasant incomes in the long-term mechanism for a number of angles: reducing the burden on peasants and establish a sound mechanism for the long-term and steady growth of income mechanism; reforming and improving our existing land system and the household registration system; breaking the City Rural dual structure; establishing and perfecting a modern circulation system of agricultural products; actively promoting agricultural and rural strategic restructuring of the economy;actively developing industrial management of agriculture;transformating government functions on agricultural management;enhancing peasents'scientific and cultural quality; accelerating the transfer of surplus rural labor force ; vigorously developing agricultural information development.
