Cememt industry in China have enormously improved in the recent 20 years, cement annual output have exceeded 1.2 billion which occupies more than half of world cement annual output, import substitution rate of cement production equipment approaches 100% . the gradual maturity of producing process and fast development of large-sized mechanical and electrical equipments aggravate desire of technology and equipment outward extension .From export of corollary equipments to export of the whole set of equipments on the integrated production line in EP form, then to taking on large-sized EPC project, it finishes the course on which developed countries spend dozens of years and makes great contribution to the national economy. But export items meet a lot of problems during carrying out, utilization ratio is now declining ,and at same time the risk is accumulating. Outstanding problems mainly show unforcement to risk awareness , bad suitability to organization structure of enterprise , bad capacity to performance contract , theory and practical research of risk management are still at elementary stage , versatile personnel who undertake international project management is in urgent short supply , and the level which recognize,quantify,control,avoid and track risk fall behind and are too meagre to meet needs. If can not timely and effective resolve these problems,them they will badly restrict step-out strategy which our country cement project further achieve ,even bring disastrous results . so it is a realistic issue on which need government,specialist who go on risk research in academic specialty,related managerial decision-making people in cement industry and practitioner to deeply research .The article generally introduce risk definition and obtaine conclusion of risk definition by introducing characteristics,risk hidden trouble,research at home and abroad of risk management and application current situation for international EPC cement project . After stressly analyzing internal rules of risk and calssified risk and lightly analyzed risk characteristics, the article preliminarily obtain grade of risk damage and methods and steps which to recognize,control,avoid and manage risk .and analyze concrete implementary measure and strategy &suggestion of risk management which combined with Najran project practice, at the same time, it shows immanent risk management problems and significance to risk theory and practice research for international EPC cement project ,and discourse common rules and strategy of risk management.
