Energy security is necessary for the rapid and steady development of a country. In today's world, the importance of the strategic energy storage of the nation has increased up to a brand new level. Gas storage is not only an important part of natural gas transmission and distribution system, securing the stable supply of natural gas to meet the ever- changing demand, but also a crucial approach to resolve the contradiction between the steadiness of natural gas production and fluctuation of the users`need. Jing-58 gas-cap reservoir rebuilding underground gas storage project is developed in the context. It is expected that enormous economic and social benefits can be gained from this project of billions of investment.As the development of underground gas storage is often influenced by many factors, such as gas fields geological conditions, technology, and politics, economy, laws, and financial markets and is also characterized by high technical requirements, huge investment as well as complicated system, the risk assessment of development and utilization of underground gas storage is a prerequisite for development and utilization of underground gas storage. At present, we have not yet developed a comprehensive system theory and method for the risk analysis of project of underground gas storage. Government agencies and the businesses fail to have strong risk awareness, so in the course of management ,we should fully understand the potential risks, estimate our toleration for risks in accordance with our own capability so as to prevent the risks from happening to the maximum extent.The author of the article has profoundly studied different phases of the development of Jing-58 gas-cap reservoir rebuilding underground gas storage project, accurately recognized the potential risks, evaluated and classified them, put forward the suggestions on how to manage them, distinguish the most urgent ones and decide what the priorities are. The author has worked out risk prevention measures and tried to minimize the loss of risks so as to ensure that the project can be carried out smoothly and maximize the returns on investment...
