Group Decision-Making is an active research directions in theory and method of decision-making, the main problem in Group Decision-Making is how to determine the weights of experts, as well as how to assembling the opinions of experts etc.. This paper proposes a method on the weighted graph with direction on the base of 0-8 scale and study it in the application of group decision-making, including determining the weights of experts, experts program priority order, assembling the opinions of experts etc..In the first place, the paper defines and describes the 0-8 scale which is used to weigh the degree of the difference of the priority of the two programs. Adopting the 0-8 scale, on the one hand, reflects the best telling ability of many persons, which conforms with psychological experiments; on the other hand, it makes up some deficiencies of 1 -9, being able to be back with this definition and application of a map corresponding to the weighted.In the second place, this paper defines and describes the weighted graph with direction and discusses how to draw a weighted graph with direction comparing with matrixes in detail; Subsequently, it defines to the definition of a weighted rank vector map rank vector of weighted graphs with direction, reflecting experts' evaluation and pros sorting of programs in quantization by rank vector.At last, this paper studies how to distribute Objective weights reasonablely in terms of the information of comparing matrixes and the weighted graph with direction and so on, pointing out the distribution of experts' objective weights, and should consider the logic of its own and coordination between the groups of experts comprehensively, giving ways and formulas to measure logic and coordination, and giving notes with examples.
