| It is an important strategy to develop high-tech industry and to promote economic growth by constructing high-tech parks in China. High-tech parks respond the duty to promote technological innovation and industrialization of scientific as well as technological achievements. Whether a high-tech park can organize its resource to promote the innovation capability efficiently is a crucial standard to estimate its success or failure. Traditional index system is always too general to assess a certain aspect of high-tech parks. It covers all aspects and joins a lot of subjective factors, which makes the index system not useful and effective enough. In this paper, the writer sums up the study of index system of high-tech parks and designs a new index system based on it. Several state-level high-tech parks were chosen for case study in order to test the effectiveness of the index system.This writer constructed an innovation capability diamond competition model of China high-tech parks to the Porter diamond competition as the theoretical foundation. The model divided the innovation capability into five modules, and picked the relevant indexes for every module to form the index system. Regarding as the calculation method, the model abandoned the traditional way of calculating the weight by parameter, and used the economic method-data envelop analysis to calculate the final result.The whole paper is divided into seven parts:Introduction section expounded the purpose,significance,research foundation and the content of the study.Chapter 2 reviewed the theoretical foundation of this study, including innovation theory and competitiveness theory. These theories formed the basic of this paper.Chapter 3 summed up the characteristics of high-tech industry as well as the history of domestic and foreign high-tech parks. And the writer reviewed and commented the index systems of high-tech parks both domestic and overseas.Chap 4 analyzed the factors which were crucial to the innovation capability of high-tech parks, and designed the diamond competition model of the parks based on Porter diamond competition model.Chap 5 used the Data Envelop Analysis to construct the index system of high -tech parks in the premise of logical indexes and available data. Chap6 was the demonstration research. The writer selected 30 state-level high-tech parks as objects. And used the index system to analyze and estimate.Conclusion part reviewed the main results and deficiencies of the paper as well as prospected the future study. |
