Human survival and development can be seen as a huge integrated systematic engineering,in which economy,environment,resources,etc.are included as its subsystems.At any time,economic development would be restricted by environmental and resource systems.For thousands of years,in particular,over the past century,predatory development in humanity has caused such irreparable damage to the environment and resources,that in the 21st century,mankind has suffered from shortage of resources,environmental degradation and ecological imbalance and other crisis.Therefore,people has to begin to examine and think again about economic growth traditional development mode.Circulating economy is the inevitable product of human civilization and progress when both economy and sociaty develop to a certain stage.It is an important way to sustainable development.Circulating economy is divided into three levels,namely the micro level(enterprise),the meso level(Industrial Park)and macro levels(regional,national).Meso level plays a connecting role,which builds a circulating economy and industrial ecology theory based on the theory of eco-industrial park that occupies an important position.China Hi-Tech Industrial Park(hereinafter referred to as "high-tech zone")is an important component of China's industrial park,and also an important base for the development of high-tech industries in China.Although the high-tech zone has not only made great achievements,but also made a significant contribution to the local economic and social development.However,we have seen that the vast majority of the overall level of development of high-tech zone is not high,and industry gathered enough ecological level is not high at present.The development of high-tech zone is focused on high-tech industry,but the high-tech industries have pollution,and some high-tech pollution might be in a more subtle way,and a more severe impact on the ecological environment is a higher form of pollution.Therefore,ecological transformation of the high-tech zone has a more important significance.This paper uses exploratory case study and theoretical assumptions,standardized research and empirical research,the combination of qualitative research and quantitative research methods,on the basis of the predecessors' research,the actual development of China's high-tech industrial park,the "exploratory case study-ecological theory analysis,the initial hypothetical proposition-the main factors of ecological evaluation index,evaluation index system,evaluation variables regression model,the empirical analysis of the research train of thought,and the study of ecological reconstruction in the zone.The resea:rch is carried out on the following several aspects:(1)The first chapter is the introduction,describing the background and significance of this research,research ideas,frameworks and possible innovation.Construction of ecological civilization is a strategic choice of development and transformation.Ecological transformation is the inevitable trend of development of high-tech zone.Measure of the level of high-tech zone of ecological transformation needs a scientific and rational evaluation index system.This paper will enrich the recycling economy and ecology industrial parks theory,promote research comprehensive evaluation theory and methods,help guide our high-tech zone,upgrade it into eco-industrial parks,and promote the construction and management of different types of eco-industrial park.This chapter presents the key point of this article,namely:Ecological transformation of Chinese enterprises and high-tech industrial park is the main campus for the binary(business is subject,the park administration is dominant),to inputs(high-tech pollution control,industrial symbiosis and circulation,high-tech industries)and outputs(ecological transformation efficiency and satisfaction)for the mechanism of action.(2)The second chapter is the literature review and commentary.First,high-tech industrial parks and industrial evolution theory are reviewed,which means combing through high-tech industry and high-tech industrial park,especially environmental pollution problems of high-tech industrial park.It was found that high-tech industry pollution is often overlooked,high-tech ecological transformation industrial park did not attract enough attention,and industrial evolution can be seen everywhere from traditional manufacturing industries to high-tech industry and then to industrial ecology.It is the basic law of industrial evolution,obtaining high-tech industrial park study ecological transformation.It is the valuable perspective.Meanwhile,the theory of eco-industrial parks is reviewed,including the connotation of eco-industrial park,the theoretical foundation,mechanism and development mode,development status,etc.,by summarizing the theoretical contributions of eco-industrial park in the park ecological transformation aspects of the proposed comprehensive high-tech industrial parks,industrial evolution and the theory of eco-industrial parks,high-tech industrial park to build China ecological transformation theory,as the basic theoretical perspective of this article.Thereafter,the state,local,eco-industrial park in the literature comprehensive evaluation system were reviewed.Finally,the high-tech zone of ecological transformation of the literature is reviewed after relevant research.Blank synthesis of existing literature exists,find the starting point of this study.(3)The third chapter is ecological transformation of high-tech zones exploratory case studies and theoretical analysis.Ecological transformation has both high-tech zones and industrial parks ecological transformation of ordinary common.Because the major high-tech industries and the requirement for high-tech pollution control are so special for the realization of industrial symbiosis and circulation,namely high-tech ecological chain construction industry.By studying the development status and characteristics of China's development of high-tech industrial park,and high-tech zones,three typical samples-Nanchang High-tech Zone,Hefei High-tech Zone,and Xi'an Hi-tech Zone are selelcted as the specific case of the ecological transformation of their conduct exploratory analysis,the commonalities are found out.Through the above case studies,preliminary theoretical judgment of high-tech zone of ecological transformation is obtained that pollution control is the key to high-tech,industrial symbiosis,the cycle is the core to support the development of high-tech industry,companies are ecological transformation of body,and the park administration is the dominant ecological transformation.According to these theories judgment,this paper presents 17 assumptions proposition and builds the initial theoretical framework,and analyzes the enterprise and campus administration ecological transformation of the cost and performance of indifference curves,to build high-tech zone of ecological transformation of the evaluation system laid basis.(4)The fourth chapter is the questionnaire and analysis.To verify the theoretical analysis of the last chapter of the proposed proposition,we use questionnaires,through the familiar industrial parks ecological transformation of the respondents to the proposition of hypotheses to verify.First,the statistical results of questionnaires do a simple description of the statistical analysis,and on their compliance with the corresponding assumptions a proposition is set forth.Secondly,the application of gray correlation method for processing indicators listed various factors,in order to explore the results of industry,ecological transformation efficiency part,ecological transformation satisfaction parts,each part corresponding proposition Jieyou.It corresponds to the initial construction of high-tech zone of ecological transformation of the evaluation index system framework.(5)The fifth chapter is the evaluation index system.Construction of ecological transformation evaluation system tech Zone is an important guiding high-tech zone of ecological transformation.Eco-industrial garden system is numerous,complex hierarchies,relationships criss-crossing,to the scientific description and quantitative evaluation of high-tech zone of ecological transformation of the situation.We must establish the index system composed of a plurality of indicators.The object of the evaluation index system is three-dimensional,comprehensive and dynamic reflection of eco-industrial park.It is an important carrier of circular economy,and eco-industrial park is not only an economic system,but also a social system,so high-tech zone of ecological transformation evaluation index design should focus on overall long-term goals and short-term goals,follow the principles of scientific and practical,holistic and hierarchical principle,the principle of dynamic and static,and eventually build an evaluation system in line with the characteristics of high-tech industrial development zones.According to these principles,on the basis of the initial theoretical framework,in accordance with proven theoretical propositions,from national indicators,local indicators,three indicators selected literature quantitative analysis of indicators can build the final evaluation index system.The evaluation system consists of three levels:the target layer,criterion layer and index layer.The first layer is the target layer,the high-tech zone of ecological transformation level as the overall objective of the evaluation;the second layer is the criterion layer;a third layer as an index layer,and each includes a variable number of indicators,and there are total 26,including 25 statistics quantitative indicators and the 1 quantitative indicators.Select the main consideration quantitative indicators index data availability,try to select a common statistical indicators;design qualitative indicators reflect the main consideration whether the key features of the high-tech zone of ecological transformation,whether representative.The evaluation index system design ideas pay attention to scientific and practical combination of both design-oriented eco-industrial park universal indicators,take into account the characteristics of high-tech zones,especially highlight the ecological characteristics,internal logic to be strengthened.The index system can provide various high-tech zones of how ecological transformation improvement ideas,but also measure various high-tech zones now Status ecological transformation.It is possible a comprehensive,objective,systematic reflection of the high-tech zone of ecological transformation of the situation.(6)The sixth chapter evaluation system is considered as the basis,by using the relevant government departments,and the resulting database data,Nanchang,Hefei,Xi'an,three of the high-tech park for the study,with the analytic hierarchy process mathematical model of three parks Ecology reconstruction conduct comparative analysis,the ecological transformation of the three high-tech zones in Hefei comprehensive evaluation followed,Xi'an,Nanchang.(7)Chapter VII of the ecological transformation of Nanchang Hi-tech Zone aerospace,biomedicine,electronic information,non-ferrous metal processing,optical electromechanical integration and other five leading industries and resources comprehensive utilization of resources to construct ecological industry chain,and propose appropriate policy recommendations,has important practical significance for ecological transformation Nanchang Hi-tech Zone.On the basis of summarizing the predecessors' research results,and the study of evaluation in this paper,it is found that the ecological transformation in the zone has the certain innovation.The innovation of the main point is that:(1)From the research perspective,construction and evaluation of existing eco-industrial park is not taking into account the high-tech high-tech industrial development zone particularity,and mainly confined to the construction of the effect and performance evaluation,the paper ecological transformation of high-tech zone as a specific study objects from both business and government perspective,to the high-tech transformation of the main ecological factors and mechanisms in depth analysis,in order to build high-tech industrial parks ecological transformation theory,design high-tech industry eco-industrial chain,to build high-tech zone eco-Industrial Park to provide references.(2)From the research paradigm,the paper is taking typical high-tech zone of ecological transformation as exploratory case studies,exploratory case studies,preliminary theoretical proposition judge and assumptions are made,then the empirical proposition is surveyed,prove or high-tech zone construction of eco-industrial park through empirical research,analysis,building a strong operability,reflecting the high-tech zone of ecological transformation of the distinctive characteristics of evaluation system and evaluation model to provide effective decision support for ecological transformation and build eco-industrial chain of scientific evaluation of high-tech zones.Systems Engineering Research ecological transformation of high-tech industrial park is a complex content.There are many issues worthy of further exploration,in many respects the theory and practice of research remains to be further expanded.As the author of time,their level and the basis of the limited research,this paper inevitably has limitations and shortcomings to some extent,mainly in the following aspects:(1)Since the Ministry of Environmental Protection has not yet established a unified national statistical system eco-industrial park,incomplete information,leading to difficulty associated data Hi-tech.Zone ecological transformation of each collection is large,and therefore it could not have been included in the current national ecological demonstration zone of high-tech industrial zone ecological transformation unified quantitative evaluation and sorting.(2)At present this special area of high-tech zone of ecological transformation of attention is not high,the pollution caused by the high-tech industry is also studied on how to govern,but the study is not deep enough.There should be,in the future,a combination of different industry characteristics and requirements of eco-industrial park further research.(3)For foreign high-tech high-tech industrial park,how pollution by top-level design,system incentives,administrative constraints and other means to promote ecological transformation zone does are not involved.In future studies need to be perfected.(4)This article takes Nanchang High-tech Zone of ecological industry chain design as leading industry ecological transformation to start designing the ecological chain,their internal data of leading enterprises can be cllected,the use of specific data-depth study of its internal circulation system,and suggestions on improving are made in a targeted manner,the research will be more perfect.I have tried this,but the enterprise data in this regard was incomplete,so it is difficult to carry out collection.This area should be further strengthened in future research.
