With economy developing, competitive index among countries is no longer the size of the country, but the level of technology, government, business management, system and labor have become the key indicators of international competition evaluation system. In particular, technological innovation and industrialization capabilities are of great significance for a state or regional economic development. As a smaller size country of the Nordic countries, Finland rapidly upgraded from a backward industrial country to a developed country, international competitiveness is forefront of the world for many years and inspires the concern of many countries. Science Park are as the vector of technological innovation and industrialization, and they are the main momentum to promote economic recovery rapidly and fast growth. Many developed and developing countries are actively to study and emulate it. Therefore, this paper studies the development background, organization and management model, the park's external environment, the interaction among the main innovation bodies is the most important for the science parks. With hope to give some inspiration to the development of science parks in China.This paper based on the Shanghai Science and Technology Development Fund soft scientific research projects - case studies of OECD regional competitiveness and the Enlightenment to Shanghai. the duration of the project is form November 2006 to October 2007, and it is divided into four phases. In the first stage , theproject selects the Finnish capital area------Helsinki Metropolitan. The sciencesparks are the main body to promote the competitiveness of Helsinki Metropolitan. The paper is based on the study and further study the entire Finnish innovationcarrier------the science Park.The article is divided into six chapters, Chapter two is the base of it, Chapter threeand Chapter four are the importmant parts, the Chapter five is the core of thepaper.In the first chapter, research background and significance,the research progress ofdomestic and foreign,theoretical basis,the definition of elated concepts areintroduced.The second part is a base of the following chapters, the background of scienceparks, their internal layout and the industrial characteristics are introduced. Chapter three is the organization and management structure of the science parks,the effects of the Science Park Association, science Park management Agenciesand Incubators to promote the development of the park are studied.Chapter four is about the external development environment of the science park,including the Finnish financial support system for research anddevelopment, education and new firms, intermediary organizations for promotinginnovation in production and research cooperation, as well as the role of venturecapital.Chapter five is the most important part of the paper, studies the way of interactionamong the universities,research institutions,enterprises and the private productionservice firms, including the research corporation among universities,enterprises and scientific research, the interaction of human resources amonguniversities, enterprises and scientific research, and the interaction betweenScience Park management Agencies and the production service businesses.Chapter six of this paper is a summary and some thought, the author draws someconclusions of the study, and summarize mangy related fields and hope manymore studies to appear.
