The Comments On The Development Of The Science And Technology Park In The View Of Innovation

Our economy has entered into an important period of transition after nearly 30 years of rapid economic development. In the increasingly fierce international competition, science and technology has become the most important support of economic development and social progress, and independent innovation is the basic motive to become rich for a country. It is the core of national development strategy and the key to improving comprehensive national strength to improve the ability of independent innovation, and build an innovation-oriented country, an innovative city and the city of Innovative Science and Technology Park in this context.So our country formally started the construction of Innovative Science and Technology Park in 2008.This paper started with the analysis of the domestic and foreign relevant researches, analyzed the theory of Innovative Science and Technology Park from the connotation, basic features and factors of itself. Then we did the quantitative evaluation, the quantitative evaluation divided into two parts, first, we did efficiency evaluation of 13 construction of pilot Innovative Science and Technology Parks using data envelopment analysis (DEA) method. Analysis results showed that the comprehensive efficiency of Science and Technology Parks are too low at present, the key factor to restrict the comprehensive efficiency of Science and Technology Parks improving is scale efficiency in decomposition efficiency. Next, the quantitative evaluation was using SPSS 17.0 software and the method of factor analysis and cluster analysis, conducted by Innovative Science and Technology Parks'evaluation index system which composed of three first class indexes and twenty-four specific indexes, the three one class indexes were Independent Innovation index, Innovation Environment index and Innovation Performance index. Factor analysis results showed that the ability of independent innovation and innovation of environmental plays a key role to the constructiont of Innovative Science and Technology Parks in our country, the ability of independent innovation and innovation environment have the comparative advantage compared with the disdemonstration park, but the growth of innovation performance of the pilot Science and Technology Parks are slow. Cluster analysis results showed that the development phase has obivious difference between the 13 pilot parks and the Innovative Science and Technology Parks that are innovation-driven at present, according to the different stages of the development of Science and Technology Park, pilot zone is basically in industrial agglomeration and industrial cluster drive development stage. Finally, this paper puted forward the policy suggestions to promote the development of Science and Technology Parks, combining the current situation and problems, efficiency evaluation and the results of quantitative evaluation.
