Crisis Management Of Shanghai Energy Security

Energy known as the lifeline of the national development, it has been an important fuse among the international conflict in recent decades. Energy security has been proposed since the 1970s and it gaind the general concern from academics, government decision-making and the community. At first, Energy security appeared as a traditional concept of security in researchers' context. In recent years, the connotation of energy security was in evolution, it gradually evolved into a cross-concept that include traditional security and non-traditional security.The present study about energy security was carried out from the national level. In fact, energy security study from the national level has not adapt to the needs of social development. Been as the mainstay of the country's energy consumption, urban energy security has not been given sufficient attention, the successive oil shortage and coal shortage since 2003 has fully demonstrated that China's urban energy security is vulnerable. At present, the research on urban energy security is more scarce, there is almost no books about it, papers is extremely rare either. The purpose of this paper is to remedy the shortcomings in the area of urban energy research.The paper will consider the urban energy security from the combined view of international relations and crisis management. Been as a special and typical city, Shanghai will be selected as the model to study. By doing this, the author looks forward to providing some references to other urbans' energy security in China.This paper will begin with the study of basic concept ,and then do research on Shanghai energy consumption after clarifying the ideas of crisis, crisis management, energy security and a series of other concepts. Thirdly, analyze Shanghai's energy supply capacity by taking advantage of characteristics of international relations. Finally, this article will provide a blue print to resolve the energy crisis in Shanghai from the perspective of crisis management. Details are as follows:Been As the preamble of the paper, the first chapter includes such sections: significance of study , status quo and study framework.The second chapter focuses on the concepts of crisis management and the core idea energy security.Chapter III will mainly analyse energy consumption of Shanghai in recent years, and, on that basis, do some scientific forecasts on Shanghai's energy consumption according to the actual development.Chapter IV will study Shanghai's ability to obtain energy from three ways, they are obtaining ability from international market, from domestic market, as well as emergency response capabilities.From the point of view of crisis management, Chapter 5 will decompound energy crisis management into two parts, namely normal energy security management and energy security management under crisis. through the introduction of crisis management to energy security management, the author hope this can guarantee the realization of energy security in shanghai, besides, to provide a reference to other cities in the country.
