Credit is an inherent requirement of socialist market economy development in China. In a sense, market economy is credit economy. At present, in our economy and society, the lack of corporate credit has been shocking, particularly the lack of Small and Medium Enterprises (SMEs) credit, which results in the confusion of market order, resource waste and credit crisis in the economic field. It is harmful to the development of national economy and society. On the one hand, the reason is the living credit environment is poor, and on the other hand, the SMEs have a weak sense of their own credit, a lack of credit management system, and an imperfect building of corporate credit culture. In China, the SMEs occupy an important position in national economic development. They have become an important force to construct the harmonious society, promote economic development, increase employment opportunities, promote independent innovation and optimize the trade structure. So, it is very important and urgent to study the SMEs' credit culture construction, explore new ways to promote the progress of SMEs' credit culture construction.This article studies from a unique cultural perspective, combines qualitative and quantitative analysis methods, analyzes the causes and manifestations of the lack of SMEs' credit culture, and put forward some specific measures of SMEs' credit culture construction, which have strong theoretical and practical significance. In the process of analyzing and researching, this article has made the following progress.In the first part, this article defines the basic concept of the credit and the corporate credit culture, expounds the research background, explains and summarizes the research status of corporate credit culture at home and abroad, and then evaluates the current researches.In the second part, this article instructs the standards and the progress of the SMEs' definition, discusses the important position of SMEs in Chinese economic development. Based on these, this article studies the main content and functions of SMEs' credit culture, and discusses in detail the composition of SMEs' credit culture from behavior, system and mind.In the third part, this article researches the achievements have been made in the construction of SMEs' credit culture, discusses the problems and specific performance as well as the causes of SMEs' credit culture construction. Firstly, creatively analyze the lack of SMEs' credit culture from the cultural roots. Secondly, credit is a concept of the economy, thus it is necessary to apply economic theories into the analysis and research to deep understand the lack of SMEs' credit culture. So the author uses the basic knowledge of economic theory to analyze the lack of SMEs' credit culture from the following four areas: information asymmetry, game theory, the corporate property rights system and the cost-benefit analysis. Finally, to conduct a comprehensive review, the author also analyzes and discusses some other reasons of the lack of SMEs' credit culture.In the forth part, in order to seek the development of Chinese SMEs, the author presents the specific measures to rebuild Chinese SMEs' credit culture from social environment, credit mechanism, credit consciousness, and the relation of internal trust of SMEs and so on.
