The Innovation Of Project Management In The National Key Technology R&D Program

National Key Technology R&D Program is one of the most important National S&T programs. It is a National S&T program which solves significant S&T problems in the development of economic and society in the face of national economy and social development demanding. Focusing on capturing a series of key technologies, breakthroughing constraints of bottleneck, enhancing industrial competitiveness, National Key Technology R&D Program can supply sustainable for our country's coordinational development in the economic and society.The study of National Key Technology R&D Program project management has great significance for the smooth implementation of the project. Along with the consummate of socialism market economy system in our country and the change of the international S&T project, it puts forward some new requirements for the National key technology R&D program management. At present, the departments of the government are responsible for the project management. However, they have a lot of administrative works and invest limited energy on project management. In addition, due to the high professional and complexity, the project can't be scientificly demonstrated and evaluated, effectively tracked and monitored only by the government. The project management maybe be weaked or lacked. The department also must take related administrative responsibilities. Under the management system and mechanism at present, if we want to the change the status of project management, it is necessary to intruduce 'third party' evaluation and consultation to the project management. The 'third party' can evaluate and consult the project by its professional and specialization, and it should submit report of evaluation and consultation for the government ,which could help the government strengthening the effective management for the project.The paper analysises and studies the introduction of the system of 'third party' evaluation and consultation in the initialization & planning, implementation & execution, deliverable evaluation, and production phases in the National Key Technology R&D Program project. The paper also discusses the system buliding and operation of the system of 'third party' evaluation and consultation and gives some advice on that.The study has value for the departments of the National S&T programs, project teams, team leaders and S&T intermediary agencies related.
