Professional Service in telecom industry is developing rapidly, under the background of hot competition and transform from operator, it's very important to ensure the high quanlity of service delivery with mature project management, that's the required by market and demand to setting up the new cooperation model with operator for the equipment and service vender.The description of this thesis is started from the concept and scope of the professional service in telecom industry, and talk about the project management that used in this new industry with the introduction about the mainly PM system. By that and the actual experience on PM@Siemens, we find one problem that is being existed almost in whole professional service area, it's the lack of the compositive evaluation system for the program management. Base on the deeply understand to this industry and analysis on the program management, according to the request of raising the competence continuely on PM for all PM group, followed up the typical feature of OPM3 defined by PMI OPM3 maturity model, we designed the compositive evaluation model with the followed principle:Standard management, quantitative management and development continuely. With the suitable election on KPI that match to the condition of real enterprise's information system, the whole compositive evaluation system was setup. That was tested by 5 real programs from N company, the result meet the purpose to be quantitative evaluation, comparable with breadthwise program management team and developing continuely.With the analysis of the KPI system to N company, we introduce the advantage idea on the practice of PM --- Project's value management (PVM). This thesis show the platform to PVM and methods to ensure the achievement on the goal of project and project team by PVM that is helpful not only to understand the KPI deeply and strudy to other relate service program management.
