Promotion Of Sustainable Energy Development Strategy In Zhejiang Based On Clean Development Mechanism (CDM)

Along with the development of economy, the conflict between economy and energy/environment is increasingly becoming severer. How to practice sustainable energy development stratagem to protect the environment, has become an urgent affair. With the features of being strong in economy and limited in resourses, Zhejiang firstly has to ensure the sustainable energy supply. It requires energy supply meeting the demand of security, environmental protection and economic development by ensuring capital and technical input for energy projects. Though Zhejiang is strong in economy, it is still short in the financial and technical sources. Now Zhejiang is coped with difficulties on the way of practicing sustainable energy supply.Clean Development Mechanism (CDM) brings new opportunities to Zhejiang. In energy field, developed countries provide capital and technology to implement energy projects in developing countries, in order to get GHGs emission reduction. Through the projects in developing countries, they accomplish their target of CO₂ or GHGs emission. These projects mainly consist of renewable energy resource exploiture and energy-conservation. With the help of CDM, it promotes the sustainable energy supply of Zhejiang which meets the demand of security, environmental protection and economic development, as it is discussed above.This paper firstly applies gray systematic model to forecast energy demand in Zhejiang during 2008-2017 according to socio-economy developmet, and makes it as a basic scenario. Based on the circular economy development program of Zhejiang in 2007, it makes a substituted scenario to compare and estimate CDM potential in Zhejiang. In the analysis, ecological footprint was applied to evaluate environmental benefit in Zhejiang brought by CDM.This paper applies integrated analysis method with both qualitative and quantitative approaches, and combines a case study. Finally, it draws a conclusion that CDM can promote the sustainable energy development stratagem in Zhejiang, and puts forward some relevant suggestions. With the informative analysis and appropriate combination of the methodologies, the conclusion is convictive.
