At present,energy saving and emission reduction situation is increasingly grim,in order to promote economic development,the local government to suppress energy-saving emission reduction,energy-saving emission reduction has become an important issue in the process of China’s economic development in the new stage.At the APEC Beijing summit,China first proposed to foreign reach a peak of carbon emissions by 2030,China’s economic restructuring and transformation of the green development of deep change.Under the great pressure of the economic downturn background,in order to achieve the goal of "Twelfth Five Year Plan",the area must according to own actual situation,adopt a divide and conquer approach,in economic development,at the same time,enhance efficiency of energy saving and emission reduction.To provide guidance for the national energy saving and emission reduction,determine the regional low carbon development goals,and propose the corresponding policy recommendations and implementation measures,to provide the basis for the national energy saving and emission reduction policies to achieve sustainable economic and social development.In this paper,we use the three stage DEA model to measure the potential and the efficiency of regional effective energy saving and emission reduction in our country.Taking capital,labor and energy as input elements in 29 provinces and cities of China in 1998-2012,the DEA and sulfur dioxide and chemical oxygen demand in various regions are analyzed,and the industrial structure,per capita GDP and FDI structure are analyzed.In this paper,we analyze the implementation path of different regions to improve the efficiency of energy saving and emission reduction by using the method of two-dimensional matrix diagram.In addition,this paper also uses the Tobit model to analyze the impact of foreign trade structure,market index,human capital and technological progress on the potential of energy saving and emission reduction in our country by using 1998-2012 model,and finally draws a conclusion and puts forward relevant policy recommendations.The energy conservation and emission reduction potential of the past studies is the ideal value of the environmental factors,so that the results are often biased or unable to achieve,and this paper will be the macro environmental factors,and then draw the effective energy-saving emission reduction potential.The main results of this paper are:(1)From the national level,compared with the adjustment,the national energy efficiency and emission reduction efficiency in a certain extent have increased.Energy efficiency increased from 0.67 to 0.75,COD emission reduction efficiency of the average from 0.76 to 0.79,SO2 emission reduction efficiency of the average rose from 0.64 to 0.53.(2)From the regional level,compared with the adjustment before the typical regional energy saving and emission reduction efficiency of a certain gap.Beijing,Shanghai,Tianjin,Guangdong four areas of energy efficiency is a significant decline in the trend,the SO2 emission reduction efficiency of the Zhejiang region has a relatively large decline,from the original 0.73 to 0.50.(3)From the implementation of the road.In this paper,the two-dimensional matrix method,and put forward the unilateral breakthrough,Yang optimal fill inferior progressive and skip three energy-saving emission reduction implementation of path.(4)From the point of view of the impact factors,the proportion of imports and exports,the market index,human capital and technological progress have a certain impact on energy saving potential.In this paper,we put forward the corresponding policy suggestions from the aspects of the formulation of differential policies,change the incentive mechanism,strengthen regional cooperation,promote technological progress and improve the level of market and so on. |
