Electricity Regulatory Statistic Research

Electricity regulatory is a new concept in China, it is a fresh way for the government to supervise economic activities which is quite different from the traditional administrative management. So we should use for reference on advanced supervise theories and experiences of high developed market economy countries or other domestic industries in order to learn to use more market means and modern management mode in our works. On the other hand, we can enhance the efficiency of our work by means of media supervise and public supervise. Meanwhile, we have to actively explore legal regulatory framework which more suitable for market economy law and the present feature of electricity industry.One of the basic works of electricity regulatory is statistic working which is an important way of off-site supervises. According to《Electricity regulatory rules》,statistic work is to do some research and analysis of all electricity enterprises and power dispatching system, then provide statistic documents and advices to the supervise department and decision-making department in order to do statistic supervise.It is really meaningful of the electricity regulatory statistic work because it is a inaugurate work. How is works? How to build the work system? Which information technology is going to use? How to communicate and coordinate with electricity enterprises? How to guarantee the authority of the statistic dates and how to improve the timeliness of statistic dates? All of these will be researched in this dissertation.
