Changqing Oil & Gas Company has the integrated QHSE management system, the outstanding management teams, the rich managerial experience and the perfectical working achievement, while along with the more compete in Urban fuel gas, the more necessary for the Intimidatory enterprise to excogitate on the Developmentical strategy of Changqing Oil & Gas Company.Firstly, from the political policy environment, the economic environment, social and cultural environment and scientific and technological environment, this paper gave a comprehensive analysis confronted by Changqing oil and gas companies in its macro management environment with PEST analysis method.The company of Changqing is confronted with a harmonious and stable political environment, the sustained and healthy development of the economic environment, the reaches of the upper network construction and the steady development of the downstream customer base of the rapid growth opportunities, in addition, it also faces fierce competition in the industry, potential competitors and customers bargaining power growing threat. Secondly, with the help of the methods of questionnaires and industry-related success factors (RSFs), this paper has an evaluation and determination to the gas industry-related success factors. It gets the key success factors of through investigation including production organizational capacity, marketing expansion capabilities, project selection and implementation capabilities, the company of capacity-building and information management capacity of innovation and organizational change, and it also have a quantitative evaluation to external strategic elements with external factor evaluation matrix(EFE).Then, with related success factors this paper gave an analysis of enterprise internal resources and capabilities of situation including financial management, business organizations, human resources, scope of business, corporate image, and influence Etc,and also gave an quantitative evaluation to the internal elements with internal factors evaluation matrix (IFE),and get the conclusion that the company has a strong advantage and the ability to overcome the disadvantage;In addition, based on a comprehensive analysis and evaluation of enterprises' internal and external factors with the integrated of qualitative and quantitative methods, this paper determines that the overall strategy of the company is expansion strategy with the method IE matrix, and identify a dense growth strategy, integration strategy, and professional strategies and diversification strategy with SWOT method, and with qualitative and quantitative (QSPM) matrix, it also identify the strategies of the company including market penetration strategy, market development and product development strategies, competitive strategies for cost leadership strategy, the difference of strategy and focus strategy, and strategy for the functions of strategic marketing and information strategies. Finally, this paper present specific programmers and the implementation of risk control measures in order to implement the development strategies effectively.
