With the rapid development of China Mobile Communications Corporation (CMCC), the repeater, an important wireless communications equipment, has been widely used in network coverage, network optimization and other fields for its flexibility and low cost. CMCC of Gansu Province pays tens of millions financing in the investment of repeater construction each year. The location choosing of repeater is a complex process, and it is necessary to take many factors into account, for example, the return of investment, the construction costs from economic aspect, the social image of enterprise itself, the requirement of local government communications from social aspect, and the interference on the original network from technical aspect. However, in the location and construction for repeaters we concerned too much on the factor of technology but little on economic and social aspects in Gansu province even the whole nation, as a result, the investment for some repeater devices can't recover the cost for a long time, the local government and citizen refuse to relocation after the construction, and some emergency projects of repeater construction were hanging up for the lack of money. Thus, it is very important to build the necessary repeater with limited time, appreciated location and accurate evaluation.This paper fully analyses the location choosing of repeaters in Gansu province. In order to solve the current problems, such as the lack of data comprehensiveness and scientific and standardized management systems, this paper designs a multi-objective decision-making model for location selecting and determines the weights of the various indicators of this model. Then, based on the model mentioned above, Gansu Province will be divided into four categories according to geographical characteristics and socio-economic development, namely, Lanzhou and its urban areas is the first category, Longnan, Tianshui, Pingliang, Qingyang, Dingxi is the second category, Jiayuguan, Jiuquan, Jinchang, Wuwei, Baiyin is the third category, Gannan, Linxia which inhabited by minority ethnic groups is the fourth category. Based on this classification, four models have been revised in accordance with the specific circumstance, and the evaluation system for the location of repeater is presented. Finally, this evaluation system is verified in four categories of actual situation, including tourist attractions, locations of highway and railway, enterprise areas and mountain environments, and the result shows that this system can resolve the problems of investment and location in CCMC of Gansu province.
