"To Face the Farmers, Rural Areas and Agricultural Production, To Reform System Wholly, to Cultivate Market-oriented Operation, and to Go Public at Time of Best Choice" is the guiding principal for the stock system reform of Agricultural Bank of China given by the State Council, which clears the direction of stock system reform of the Bank and the position of its marketing and operating strategy.How to process the implied policy-related operation of facing "agriculture, peasants and rural areas" and cultivate market choice via "Market-oriented Operation" so as to fulfill the object is not but an unprecedented difficult economic problem for the Bank as there is no direct successful experience and mellow theory for us to learn from. So we need to find a new way not only taking care of "agriculture, peasants and rural areas" issues but also proceeding "market-oriented operation" that any other large scaled commercial banks have never tried before on the basis of reasonable ponderation.This article is trying to solve these contradictive problems occurred during share system reforming of Agricultural Bank of China from the point of view of management innovation. Facing "agriculture, peasants and rural areas" and cultivating "Market-oriented Operation" are the two sides of the contradiction, and City - County is the place where the contradiction appears, while the Branch Bank in large and medium sized cities and Intra - county Sub-branches are the location that the contradiction happens. It is clear that the contradiction between the branch banks and sub-branch banks are the mainstream, and the key is the sub-branches at the county level. The innovation and reform results of the financial system in rural areas decides whether the share system reforming and going public of the Agricultural Bank are successful, the implementation of the principal of facing "agriculture, peasants and rural areas" decides whether the share system reforming and going public of the Agricultural Bank are successful, whereas the successful implementation of the principal of facing "agriculture, peasants and rural areas" is decided by the innovation results of the county-level organizations of the Agricultural Bank. This article is working over the key point of the two sides of contradictions and discussing the establishment of the project department and the innovation of county - level organization. Once the key point is cleared, there will be no other problems. Since the sub-branches at county levels are the key point of the contradictions, the reform of organizing model at county levels and regrouping and innovation of the county-level organizations become a must, that is, to establish a different operating mechanism between rural and urban banks under the unified management of Agricultural Bank and implement the so called "One Bank, Two Systems" mechanism, which means to establish project department at county level sub-branches, implement the operating model of "One Bank, Two Systems" and develop close relationship between rural and urban areas.To carry out market-oriented operating mechanism aiming at going public in large and medium sized city banks, carry out operating mechanism suitable with the development of "agriculture, peasants and rural areas" and intra-county business that different from that in urban areas as well as innovate the organizations at county levels in accordance with the different characteristics of financing operations in rural and urban areas, so as to realize the coherent development between rural and urban business. Rural and urban branches operate under different mainstreams and different operating models and settle their accounts separately. Innovation of intra-county organizations is the key achieving the final object of going public.Along with the innovation of intra-county organizations and establishment of project department at county levels, suitable distribution of suitable persons into suitable organizations need complete motivation mechanism to guarantee efficient, sustainable and smooth operation of organizations. What's more, the operation of banks is full of risks, so the establishment of a complete anti-risk protection system is needed especially in the reformed project departments at county levels so as to form an advanced and preponderant intra-county enterprise culture subjected to that of the Agricultural Bank of China.Innovation of intra-county organizations and establishment of project departments at county - level agricultural banks are the way to solve the contradiction between the principal of facing "agriculture, peasants and rural areas" and implementing a "market - oriented" operation and will turn the difficult situation into a win - win situation.
